America\u2019s foreign adversaries have exploited commercial geolocation data tied to US troops, the Pentagon admits, using it to target or surveil US personnel in the Middle East. Despite that, the Defense Department hasn\u2019t exactly moved fast to secure the information, elected officials say.<\/p>\n<p>Senator Ron Wyden (D-OR), Representative Pat Harrigan (R-NC), and a dozen other Congress critters sent a <a href=\"https:\/\/www.wyden.senate.gov\/news\/press-releases\/foreign-adversaries-are-using-commercial-location-data-to-target-us-servicemembers-in-the-middle-east-wyden-harrigan-and-12-other-bipartisan-members-of-congress-reveal-members-call-on-department-to-adopt-commonsense-safeguards-to-protect-us-troops\">letter<\/a> to DoD CIO Kirsten Davies on Thursday, demanding a change in smartphone security posture among US military branches. Included in the letter is what lawmakers describe as the first public confirmation that commercial location data has been used to target or surveil American troops in active war zones. The information was shared with Wyden\u2019s office in April.<\/p>\n<p>The reason for the delay in publishing the information, Wyden\u2019s team told <span data-lab-italic=\"italic\" class=\"italic m-italic\">The Register<\/span>, was due to \u201cmarkings that restricted public release,\u201d which Wyden reportedly pushed back on, leading to Thursday\u2019s letter and the attached <a href=\"https:\/\/www.wyden.senate.gov\/imo\/media\/doc\/wyden_led_letter_to_dod_cio_kirsten_adavies.pdf\">responses<\/a> [PDF] from the DoD confirming info purchased from commercial data brokers was used to target troops.<\/p>\n<p>\u201cUSCENTCOM [US Central Command] has received multiple threat reports concerning adversary exploitation of commercial location data to target or surveil US personnel in theater,\u201d the DoD\u2019s responses from April indicate.&nbsp;<\/p>\n<p>As for how exactly data brokers got access to the data that allowed adversaries to locate troops and their movements, they got it from the same sources as anyone else buying data from a commercial broker: Smartphone advertising profiles.&nbsp;<\/p>\n<p>According to the DoD responses included in Wyden\u2019s letter, not only are US military personnel allowed to use personal devices within operational areas, there\u2019s no actual policy that requires servicemembers to turn off geolocation capabilities on their devices when located in active war zones.&nbsp;<\/p>\n<p>\u201cUSCENTCOM&#8217;s geolocation risk guidance directs personnel to disable geolocation functionality when not needed; periodically review device and application privacy settings; and limit public sharing of information,\u201d the DoD said last month, while simultaneously admitting that such guidance doesn\u2019t always fully disable geolocation on smartphones.&nbsp;<\/p>\n<p>In addition to personally-owned devices, the DoD\u2019s own issued smartphones don\u2019t disable advertising profiles, either.&nbsp;<\/p>\n<p>\u201cThe Personalized Advertising setting is disabled by group policy on the Mobile Device Management Server,\u201d the DoD told Wyden\u2019s team. \u201cHowever, Ad Targeting Information is not disabled and can be edited by a user.\u201d<\/p>\n<p>That\u2019s not the most straightforward answer, and, when we asked Wyden\u2019s team what it thought of the response, it agreed with our assessment that the Pentagon\u2019s MDM disables the serving of personal ads to users, but doesn\u2019t stop the transmission of device advertising IDs or other associated data.&nbsp;<\/p>\n<p>The DoD noted in the response that it\u2019s in the process of migrating to a new MDM solution that allows location services to be completely disabled on government-issued devices and was targeting a completion date of early May, though it\u2019s not clear whether the process has been finished yet. The Pentagon declined to answer any of our questions, only saying it would respond to Wyden, not us.&nbsp;<\/p>\n<p>It\u2019s also not clear how effective that MDM migration will be, as the DoD appears to be phasing out government-issued devices in favor of a broader BYOD policy in at least one branch. According to a US Army press <a href=\"https:\/\/www.army.mil\/article\/292361\/army_sets_deadline_for_dmuc_device_turn_in_moves_to_new_mobility_program\">release<\/a> from earlier this month, the branch is targeting the end of this month for the return of Army-managed work smartphones, as \u201cthe primary and preferred method for connectivity is the Bring Your Own Device, or BYOD, program.\u201d<\/p>\n<p>CENTCOM has reportedly strengthened its geolocation controls in its area of operations; whether the average soldier, sailor, airman, and Marine&nbsp;is complying isn\u2019t indicated.&nbsp;<\/p>\n<h3>They\u2019ve known about this for how long?!<\/h3>\n<p>Failure to prevent the exposure of sensitive location data of military assets could be forgivable if it were a new problem, but according to Wyden\u2019s letter, it\u2019s not: The Pentagon likely knew about the issue for a decade.&nbsp;<\/p>\n<p>According to the letter, government contractors briefed military leadership about the ease of tracking smartphones owned by military members way back in 2016.&nbsp;<\/p>\n<p>\u201cDoD officials have not treated this counterintelligence and force protection threat as a five-alarm fire,\u201d the letter asserts, adding that the Pentagon \u201chas known about this threat for over a decade, yet have failed to take meaningful steps to protect our men and women in uniform.\u201d&nbsp;<\/p>\n<div data-element-guid=\"afe083ca-6701-48e9-9bd8-f8827dd7fb42\" class=\"lab4 column articleList layout_vertical imageLayout_left small-12 large-12 small-abs-12 large-abs-12 abs_grid_12 grid-vas-start mobile-grid-vas-start\">\n<div class=\"content border_width_0 border_width_mobile_0 border-radius-48 border-radius-mobile_48\">\n<h2 class=\"article-list-title t19 font-RobotoCondensed\">MORE CONTEXT<\/h2>\n<\/p><\/div>\n<\/div>\n<p>It\u2019s not like there haven\u2019t been plenty of examples of sloppy location data management compromising military operations, either. Data culled from workout tracking app <a href=\"https:\/\/www.theregister.com\/on-prem\/2018\/01\/29\/us-pentagon-scrambles-after-strava-base-leaks-heres-a-summary-of-the-new-rules-secure-that-s-hudson\/1346580\">Strava<\/a> has been used to identify the workout routes of US military personnel jogging on base &#8211; and reveal the location of French President Emmanuel Macron thanks to his bodyguards\u2019 <a href=\"https:\/\/www.theregister.com\/security\/2024\/10\/29\/macrons-bodyguards-show-his-location-by-sharing-strava-data\/1240590\">sloppy security practices<\/a> &#8211; and <a href=\"https:\/\/www.theregister.com\/security\/2025\/11\/17\/pentagon-and-soldiers-let-too-many-secrets-slip-on-socials\/2440205\">social media<\/a> has <a href=\"https:\/\/www.theregister.com\/security\/2020\/05\/19\/beer-rating-app-reveals-homes-and-identities-of-spies-and-military-bods-warns-bellingcat\/979374\">also been flagged<\/a> as an OPSEC disaster waiting to happen.&nbsp;<\/p>\n<p>Despite all those examples and briefings going back a decade, the problem has continued right up to the latest operations in Iran.&nbsp;<\/p>\n<p>\u201cThat foreign adversaries are still able to buy location data collected from the phones of U.S. personnel serving in military hotspots is a direct result of DoD leadership\u2019s failure to prioritize this threat and implement commonsense cyber defenses,\u201d the letter charges. Whether anything will be done about it remains to be seen. \u00ae<\/p>\n<\/p><\/div>\n<p><img decoding=\"async\" src=\"https:\/\/image.theregister.com\/?imageId=225434&#038;width=800\">READ MORE <a
