The majority of its 35,000 staff were affected, and all of its business operations were disrupted.<\/p>\n<p>&#8220;Tymoshchuk is a serial ransomware criminal who targeted blue-chip American companies, healthcare institutions, and large foreign industrial firms, and threatened to leak their sensitive data online if they refused to pay,&#8221; stated Joseph Nocella Jr, US attorney for the Eastern District of New York.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"falcon\" data-xsm=\",fluid,mpu,dmpu,\" data-sm=\",fluid,mpu,dmpu,\" data-md=\",fluid,mpu,dmpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/cybercrime&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44aMFtpX5a2WNDQPVxZsgyMQAAANM&amp;t=ct%3Dns%26unitnum%3D4%26raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" target=\"_blank\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/cybercrime&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44aMFtpX5a2WNDQPVxZsgyMQAAANM&amp;t=ct%3Dns%26unitnum%3D426raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>&#8220;In some instances, these attacks resulted in the complete disruption of business operations until encrypted data could be recovered or restored,&#8221; added Matthew R Galeotti, acting assistant attorney general at the Justice Department&#8217;s Criminal Division.<\/p>\n<p>&#8220;This prosecution and today&#8217;s rewards announcement reflects our determination to protect businesses from digital sabotage and extortion and to relentlessly pursue the criminals responsible, no matter where they are located.&#8221;<\/p>\n<p>Unlike many of his <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2023\/11\/28\/europol_shutters_ransomware_operation\/\">suspected accomplices<\/a>, Tymoshchuk has not yet been arrested or extradited, but the US is offering rewards of up to $11 million for information that could lead to either end.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" id=\"story_eagle_xsm_sm_md_xmd_lg_xlg\" data-pos=\"mid\" data-raptor=\"eagle\" data-xsm=\",mpu,dmpu,\" data-sm=\",mpu,dmpu,\" data-md=\",mpu,dmpu,\" data-xmd=\",mpu,dmpu,\" data-lg=\",mpu,dmpu,\" data-xlg=\",mpu,dmpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/cybercrime&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33aMFtpX5a2WNDQPVxZsgyMQAAANM&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" target=\"_blank\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/cybercrime&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33aMFtpX5a2WNDQPVxZsgyMQAAANM&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>Tymoshchuk was also placed on Europe&#8217;s Most Wanted Fugitives list by France, which alleged that his group&#8217;s activities led to $18 billion worth of damages, branding him &#8220;dangerous.&#8221;<\/p>\n<h3 class=\"crosshead\">Charges<\/h3>\n<p>Per a <a target=\"_blank\" href=\"https:\/\/regmedia.co.uk\/2025\/09\/10\/volodymyr_tymoshchuk_superseding_indictment.pdf\" rel=\"nofollow\">superseding indictment<\/a> [PDF] unsealed on September 9, Tymoshchuk faces seven counts related to computer intrusion offences.<\/p>\n<p>The document highlights various attacks that the Feds claim were orchestrated by the Kyiv-based man. The extortion routinely involved organizations <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/07\/22\/uk_to_ban_ransomware_payments\/\">paying ransom sums<\/a> north of $1 million.<\/p>\n<p>The identities of the victim companies were largely kept under wraps, other than the date of the attack and the general locations of their headquarters.<\/p>\n<p>Charges against Tymoshchuk include counts related to intentional damage to protected computers, unauthorized access to protected computers, computer fraud, and threatening to disclose confidential information.<\/p>\n<p>If he is found guilty, accounting for the hundreds of attacks he allegedly oversaw, this could lead to a maximum sentence of life imprisonment \u2013 if he actually ended up in US custody.<\/p>\n<h3 class=\"crosshead\">Three operations and their tradecraft<\/h3>\n<p>During the <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2022\/09\/19\/lockergoga_ransomware_decryptor\/\">LockerGoga<\/a> and <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2023\/01\/06\/megacortex_ransomware_decryptor\/\">MegaCortex<\/a> years, Tymoshchuk and co would allegedly gain access using various means, often remaining undetected on victim networks for months before deploying the ransomware payload.<\/p>\n<p>Group members routinely abused the <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2024\/07\/04\/europol_cobalt_strike_crackdown\/\">Cobalt Strike<\/a> and Metasploit pentesting tools, as well as leaning on initial access brokers for stolen credentials when they couldn&#8217;t brute-force them themselves.<\/p>\n<p>According to the Justice Department, many of the criminals&#8217; extortion attempts failed because US authorities notified would-be victims of suspicious network activity before ransomware could be deployed.<\/p>\n<p>The indictment states that the Nefilim operation began in July 2020, a month after Tymoshchuk ceased working on LockerGoga and MegaCortex, and continued until October 2021.<\/p>\n<p>Nefilim operated an affiliate model, with its attackers mainly targeting organizations with annual revenues exceeding $100 million, according to the indictment.<\/p>\n<p>Researchers at Trend Micro, however, <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2021\/06\/09\/trend_micro_nefilim_ransomware_research\/\">noted<\/a> that the group&#8217;s selection pool was much smaller, targeting organizations with annual revenues of at least $1 billion.<\/p>\n<p>They said that while Nefilim was not posting the same numbers as then-rivals Darkside, REvil, and Cl0p, its strategy was paying off \u2013 literally \u2013 topping the charts for ransomware payments by February 2021.<\/p>\n<p>While the US has yet to secure the extradition of Tymoshchuk, one of Nefilim&#8217;s affiliates, Ukrainian national Artem Stryzhak, was arrested in Barcelona in June 2024 and extradited to the US in April to face one charge related to ransomware. \u00ae<\/p>\n<p> READ MORE <a
