US Senator Ron Wyden (D-OR) has <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/04\/09\/wyden_blocks_trumps_cisa_boss\/\" rel=\"noopener\">blocked the nomination<\/a> of Sean Plankey to lead the agency in an attempt to force the release of an unclassified report on American telecommunications networks&#8217; weak security.<\/p>\n<p>Gottumukkala steps into the deputy spot as CISA faces a barrage of threats from <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/05\/16\/attn_fired_us_govt_workers\/\" rel=\"noopener\">foreign governments<\/a>, <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/05\/18\/ex_nsa_scattered_spider_call\/\" rel=\"noopener\">financially motivated criminals<\/a>, and the <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/04\/08\/cisa_cuts_threat_intel\/\" rel=\"noopener\">Trump administration<\/a> on a daily basis.&nbsp;<\/p>\n<p>When asked about Gottumukkala&#8217;s appointment, House Rep Eric Swalwell (D-CA), who has <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/04\/14\/swalwell_cisa_cuts\/\" rel=\"noopener\">expressed concerns<\/a> about the CISA workforce and program cuts, told <em>The Register<\/em>: \u201cI look forward to working with the deputy director in the weeks and months ahead. I also urge the Senate to act quickly to consider Sean Plankey\u2019s nomination.\u201d<\/p>\n<h3 class=\"crosshead\">Ultimate inside threat<\/h3>\n<p>The Trump administration has proposed <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/05\/06\/cisa_budget_cuts\/\" rel=\"noopener\">slashing CISA&#8217;s budget<\/a> by $491 million &#8211; about 17 percent &#8211; as <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/04\/30\/noem_put_cisa_on_mission\/\" rel=\"noopener\">Noem vows<\/a> to &#8220;put CISA back on mission&#8221; and prevent any overreach, return money to taxpayers, and realign the workforce &#8220;to focus on the mission that Congress has laid out.&#8221;<\/p>\n<p>In practice, that appears to mean defending against <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/04\/29\/china_us_cyber_threat\/\" rel=\"noopener\">threats from China<\/a>, but <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/03\/04\/russia_cyber_threat\/\" rel=\"noopener\">not necessarily Russia<\/a>, and without the agency&#8217;s <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/03\/13\/cisa_red_team_layoffs\/\" rel=\"noopener\">red team<\/a>, while also <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/01\/18\/cisa_election_security_isnt_political\/\" rel=\"noopener\">ignoring any election security<\/a> interference and disinformation.&nbsp;<\/p>\n<div aria-hidden=\"true\" class=\"adun\" id=\"story_eagle_xsm_sm_md_xmd_lg_xlg\" data-pos=\"mid\" data-raptor=\"eagle\" data-xsm=\",mpu,dmpu,\" data-sm=\",mpu,dmpu,\" data-md=\",mpu,dmpu,\" data-xmd=\",mpu,dmpu,\" data-lg=\",mpu,dmpu,\" data-xlg=\",mpu,dmpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33aCwBLnSSN_BeH6rWvI6vBwAAA08&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33aCwBLnSSN_BeH6rWvI6vBwAAA08&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>The proposed cuts would exacerbate the exodus already underway. Last month, two top CISA officials who led the Secure by Design program, which pressed software makers to build better security into their products from the start, <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/04\/22\/top_cisa_officials_jump_ship\/\" rel=\"noopener\">resigned<\/a>.<\/p>\n<p>Others have since jumped ship, including two who typed out goodbye letters on LinkedIn.&nbsp;<\/p>\n<p>&#8220;I never thought I would be placed in a position where I would be given a choice to leave federal service on my own accord, but all my federal colleagues know how challenging these past few months have been,&#8221; <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/www.linkedin.com\/feed\/update\/urn:li:activity:7328807058760216577\/\">wrote<\/a> CISA infosec specialist Lauren Pentrack, who said she took the government&#8217;s voluntary Deferred Resignation Program (DRP), which let eligible employees voluntarily resign but still get paid and keep their benefits through September 30.<\/p>\n<p>&#8220;It was a decision I struggled with for a long time, but ultimately could not risk the looming possibility of a RIF,&#8221; Pentrack added.<\/p>\n<p>Another CISA employee who <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/www.linkedin.com\/feed\/update\/urn:li:activity:7327990448038297602\/\">took the buyout<\/a> lists his name on LinkedIn as Mihai P, and worked as a financial manager at the agency. &#8220;The DRP seemed like a good deal,&#8221; He told <em>The Register<\/em>. &#8220;And it just wasn&#8217;t a good fit for me.&#8221;<\/p>\n<p>It&#8217;s unclear how many CISA employees have been fired or pushed out of the agency, and Homeland Security won&#8217;t say.<\/p>\n<p>At last week&#8217;s House Homeland Security Committee hearing, Rep. Bennie Thompson (D-MS) told Congress that he can&#8217;t get an answer to this question. When <em>The Register<\/em> asked DHS for a specific headcount, Assistant Secretary Tricia McLaughlin refused to answer and instead sent the following statement via email:<\/p>\n<p>&#8220;As Secretary Noem stated, CISA needs to refocus on its mission, and we are starting with election security. The agency is undertaking an evaluation of how it has executed its election security mission with a particular focus on any work related to mis-, dis-, and malinformation.
