Uncle Sam U-turned at the <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/04\/16\/cve_program_funding_save\/\" rel=\"noopener\">very last minute<\/a>, and promised another 11 months of cash to keep the program going.<\/p>\n<p>Meanwhile, the EU is rolling its own.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"condor\" data-xsm=\",fluid,mpu,\" data-sm=\",fluid,mpu,\" data-md=\",fluid,mpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/cso&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=2&amp;c=2aASeZIjqoU9zLtTm4JWNrQAAAEQ&amp;t=ct%3Dns%26unitnum%3D2%26raptor%3Dcondor%26pos%3Dtop%26test%3D0\" target=\"_blank\" rel=\"noopener\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/cso&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=2&amp;c=2aASeZIjqoU9zLtTm4JWNrQAAAEQ&amp;t=ct%3Dns%26unitnum%3D2%26raptor%3Dcondor%26pos%3Dtop%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>The European Union Agency for Cybersecurity (ENISA) developed and maintains this alternative, which is known as the <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/euvd.enisa.europa.eu\/\">EUVD<\/a>, or the European Union Vulnerability Database. The EU mandated its creation under the Network and Information Security 2 Directive, and ENISA <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/www.enisa.europa.eu\/news\/another-step-forward-towards-responsible-vulnerability-disclosure-in-europe\">announced<\/a> it last June.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"falcon\" data-xmd=\",fluid,mpu,leaderboard,\" data-lg=\",fluid,mpu,leaderboard,\" data-xlg=\",fluid,billboard,superleaderboard,mpu,leaderboard,\" data-xxlg=\",fluid,billboard,superleaderboard,brandwidth,brandimpact,leaderboard,mpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/cso&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44aASeZIjqoU9zLtTm4JWNrQAAAEQ&amp;t=ct%3Dns%26unitnum%3D4%26raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/cso&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44aASeZIjqoU9zLtTm4JWNrQAAAEQ&amp;t=ct%3Dns%26unitnum%3D426raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<div class=\"adun_eagle_desktop_story_wrapper\">\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"mid\" data-raptor=\"eagle\" data-xxlg=\",mpu,dmpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/cso&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33aASeZIjqoU9zLtTm4JWNrQAAAEQ&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/cso&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33aASeZIjqoU9zLtTm4JWNrQAAAEQ&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<\/p><\/div>\n<p>The EUVD is similar to the US government&#8217;s <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/nvd.nist.gov\/\">NVD<\/a>, or National Vulnerability Database, in that it organizes disclosed bugs by their CVE-assigned unique ID, documents their impact, and links to advisories and patches.<\/p>\n<p>Interestingly, the Euro database also uses its <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/euvd.enisa.europa.eu\/faq\">own EUVD IDs<\/a> to track security bugs as well as CVE-managed identifiers and GSD IDs, the latter of which are issued by the (what appears to be now-defunct) <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/github.com\/cloudsecurityalliance\/gsd-database\/\">Global Security Database<\/a> operated by the Cloud Security Alliance.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"falcon\" data-xsm=\",fluid,mpu,\" data-sm=\",fluid,mpu,\" data-md=\",fluid,mpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/cso&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44aASeZIjqoU9zLtTm4JWNrQAAAEQ&amp;t=ct%3Dns%26unitnum%3D4%26raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/cso&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44aASeZIjqoU9zLtTm4JWNrQAAAEQ&amp;t=ct%3Dns%26unitnum%3D426raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>Although the EUVD has been gestating for nearly a year, the uncertainty around the CVE program is set to push the European effort into the spotlight as a replacement, fallback, or alternative for CVE. ENISA is, we note, a partner of CVE; specifically, it&#8217;s a CVE numbering authority.<\/p>\n<p>The EUVD &#8220;will hopefully gain more traction so that Europe can achieve self-sustainability in this domain as well,&#8221; Marcus S\u00f6derblom, an infosec consultant at IT services giant Atea <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/www.linkedin.com\/posts\/marcussoderblom1_vulnerability-database-activity-7318252233165307904-sjmw\/\">said<\/a> this week.<\/p>\n<p>Ben Radcliff, senior director of cyber operations at infosec services provider Optiv, told <em>The Register<\/em> Thursday that the CVE funding fiasco revealed a serious flaw: Dependence on the largesse of a single, and now volatile, government.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" id=\"story_eagle_xsm_sm_md_xmd_lg_xlg\" data-pos=\"mid\" data-raptor=\"eagle\" data-xsm=\",mpu,dmpu,\" data-sm=\",mpu,dmpu,\" data-md=\",mpu,dmpu,\" data-xmd=\",mpu,dmpu,\" data-lg=\",mpu,dmpu,\" data-xlg=\",mpu,dmpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/cso&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33aASeZIjqoU9zLtTm4JWNrQAAAEQ&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/cso&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33aASeZIjqoU9zLtTm4JWNrQAAAEQ&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>&#8220;Continued dependency on funding from CISA might put pressure on the organization to act and operate with less impartiality and political agnosticism,&#8221; he added. &#8220;One of the key promises of EUVD is that it will be multi-nationally sponsored, ostensibly avoiding that pitfall.&#8221;<\/p>\n<p>Or, it could present another pitfall: Separate bug tracking systems for the US and Europe. Like imperial versus metric, only worse.<\/p>\n<p>&#8220;While it&#8217;s likely that there will be coordination between the US NVD and the EUVD such that records available in one database mirror those in the other, I do expect that regional regulatory governance will tend to favor one vulnerability database over another,&#8221; Tim Mackey, head of software supply chain risk strategy at app security firm Black Duck, told <em>The Register<\/em>.<\/p>\n<p>The timing of the EU database&#8217;s emergence&nbsp;&#8220;cannot be ignored as a coincidence,&#8221; Flashpoint vulnerability analyst Brian Martin said on a Thursday webinar. &#8220;To me, it signals a global lack of trust in the US government&#8217;s commitment to ensuring the continuity of CVE.&#8221;<\/p>\n<p>Meanwhile, another &#8220;global&#8221; system for identifying and numbering security flaws, the Global CVE Allocation System or <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/gcve.eu\/\">GCVE<\/a>, sprang from CVE&#8217;s almost-ashes. &#8220;But that essentially looks like it&#8217;s one person on a GitHub project,&#8221; Martin said.<\/p>\n<p>In addition to these two, there&#8217;s also the new <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/www.thecvefoundation.org\/\">CVE Foundation<\/a>, a non-profit formed to bring the CVE program under its auspices and eliminate a &#8220;single point of failure in the vulnerability management ecosystem.&#8221;<\/p>\n<p>And, of course, MITRE will continue operating the CVE program per usual under its contract with the Feds \u2014 at least for the next 11 months.<\/p>\n<p>&#8220;There&#8217;s no understanding or guarantee about what will happen after that point,&#8221; Flashpoint vulnerability analyst Kecia Hoyt said on the webinar. &#8220;Maybe we can go enjoy our weekend at this point, but I don&#8217;t want to be here having this conversation a year from now, and nothing&#8217;s changed.&#8221;&nbsp;<\/p>\n<h3 class=\"crosshead\">What&#8217;s in a name?<\/h3>\n<p>Having a standardized system for identifying vulnerabilities is extremely important, and helps keep everyone \u2014&nbsp;companies, vulnerability researchers, developers, governments \u2014 on the same page. If someone says&nbsp;<a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/cve.mitre.org\/cgi-bin\/cvename.cgi?name=CVE-2017-5754\">CVE-2017-5754<\/a>, for example, there&#8217;s no question they are talking about Intel&#8217;s <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2018\/01\/02\/intel_cpu_design_flaw\/\" rel=\"noopener\">Meltdown<\/a>, which did also show up in a handful of Arm CPU cores.<\/p>\n<p>This common language helps avoid what we currently have with cybercrime-groups, where various government agencies and private-sector threat intel firms all have their own naming conventions \u2014 is it <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2023\/08\/03\/microsoft_teams_cozy_bear\/\" rel=\"noopener\">Cozy Bear, Midnight Blizzard, or APT 29<\/a>? And how <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/04\/15\/chinese_spies_backdoored_us_orgs\/\" rel=\"noopener\">loosely linked<\/a> are Salt Typhoon, Famous Sparrow, and Earth Estries?&nbsp;<\/p>\n<p>&#8220;I say <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2025\/04\/08\/scattered_spider_updates\/\" rel=\"noopener\">Scattered Spider<\/a>, you say <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2022\/08\/25\/twilio_cloudflare_oktapus_phishing\/\" rel=\"noopener\">Oktapus<\/a>,&#8221; Hoyt said, referring to two names for the collective of what&#8217;s suspected to be young US and UK criminals known for their <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2023\/12\/28\/casino_ransomware_attacks\/\" rel=\"noopener\">ransomware heists<\/a> of Las Vegas casinos.<\/p>\n<p>&#8220;There&#8217;s a whole lot of different terminology thrown around, and are we talking about the same thing? Does this report equal that report? That&#8217;s really what CVE and did for the vulnerability space,&#8221; she added.<\/p>\n<p>So now the question becomes: Will someone, a government, or a collective industry group, step in and provide a more permanent, universal system? Or will the entire vulnerability management system break off into a million pieces with companies, governments, and community-based orgs all naming and tracking vulnerabilities independently of each other. And if that&#8217;s the case: Who to trust?<\/p>\n<p>&#8220;Having an independent government solution for this vulnerability catalog, versus a larger corporate or global organization, might seem like a good idea,&#8221; Hoyt said, but added that &#8220;the former creates that single point of failure we&#8217;re all experiencing.&#8221;&nbsp;<\/p>\n<p>However, putting a large company or even a coalition of tech giants in charge means &#8220;the possibility of bias and jeopardizing neutrality,&#8221; she noted. \u00ae<\/p>\n<p> READ MORE <a href=\"https:\/\/go.theregister.com\/feed\/www.theregister.com\/2025\/04\/18\/splintering_cve_bug_tracking\/\">HERE<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>MITRE, EUVD, GCVE \u2026 WTF?
