What could go wrong?&nbsp;<\/p>\n<p>According to the&nbsp;<a href=\"https:\/\/apnews.com\/article\/ai-writes-police-reports-axon-body-cameras-chatgpt-a24d1502b53faae4be0dac069243f418\" target=\"_blank\" rel=\"noopener nofollow\" class=\"c-regularLink\">Associated Press<\/a>&nbsp;(AP), Oklahoma City police officers have adopted the use of <a href=\"https:\/\/www.zdnet.com\/article\/best-ai-chatbot\/\" rel=\"follow\">AI chatbots<\/a> to write up &#8220;first drafts&#8221; of crime and incident reports using body camera audio. Police Sgt. Matt Gilmore used an AI chatbot called <a href=\"https:\/\/www.axon.com\/products\/draft-one#link=%7B%22role%22:%22standard%22,%22href%22:%22https:\/\/www.axon.com\/products\/draft-one%22,%22target%22:%22%22,%22absolute%22:%22%22,%22linkText%22:%22Draft%20One%22%7D\" target=\"_blank\" rel=\"noopener nofollow\" class=\"c-regularLink\">Draft One<\/a> to help write an incident report after an unsuccessful suspect search was captured on his body camera, which recorded &#8220;every word and [police dog] bark.&#8221; The audio was put into the AI tool to &#8220;churn out a report in eight seconds.&#8221;<\/p>\n<p><strong>Also:&nbsp;<a href=\"https:\/\/www.zdnet.com\/article\/the-nsa-advises-you-to-turn-off-your-phone-once-a-week-heres-why\/\" rel=\"follow\">Why the NSA advises you to turn off your phone once a week<\/a><\/strong><\/p>\n<p>Draft One pulls from OpenAI&#8217;s GPT-4 model, which powers ChatGPT,&nbsp;to analyze and summarize audio from body cameras.&nbsp;<a href=\"https:\/\/www.axon.com\/#link=%7B%22role%22:%22standard%22,%22href%22:%22https:\/\/www.axon.com\/%22,%22target%22:%22%22,%22absolute%22:%22%22,%22linkText%22:%22Axon%22%7D\" target=\"_blank\" rel=\"noopener nofollow\" class=\"c-regularLink\">Axon<\/a>, a technology and weapons developer for the military, law enforcement, and civilians, <a href=\"https:\/\/investor.axon.com\/2024-04-23-Axon-reimagines-report-writing-with-Draft-One,-a-first-of-its-kind-AI-powered-force-multiplier-for-public-safety\" target=\"_blank\" rel=\"noopener nofollow\" class=\"c-regularLink\">launched<\/a> the product earlier this year as an &#8220;immediate force multiplier&#8221; and timesaver for departments, according to the release.&nbsp;<\/p>\n<p>ChatGPT has been&nbsp;<a href=\"https:\/\/www.zdnet.com\/article\/chatgpts-hallucination-just-got-openai-sued-heres-what-happened\/\" rel=\"follow\">known to hallucinate<\/a> &#8212; but Axon representatives say they&#8217;ve accounted for this. Noah Spitzer-Williams, a senior product manager at Axon, told the AP that Draft One lowers ChatGPT&#8217;s &#8220;creativity dial&#8221; so that it &#8220;doesn&#8217;t embellish or hallucinate in the same ways that you would find if you were just using ChatGPT on its own.&#8221;&nbsp;<\/p>\n<p>Based on advice from prosecutors, Oklahoma City&#8217;s police department is using Draft One solely for &#8220;minor&#8221; incidents &#8212; no felonies or violent crimes. The reports it creates don&#8217;t lead to arrests. But other police departments, including in Fort Collins, Colorado, and Lafayette, Indiana, have already introduced the technology as a primary aid in writing reports for all cases. One police chief told the AP that &#8220;it&#8217;s been incredibly popular.&#8221;&nbsp;<\/p>\n<p><!----><\/p>\n<p>However, some experts have concerns. Legal scholar Andrew Ferguson told AP that he is &#8220;concerned that automation and the ease of the technology would cause police officers to be sort of less careful with their writing.&#8221;&nbsp;<\/p>\n<p><strong>Also:&nbsp;<a href=\"https:\/\/www.zdnet.com\/article\/best-ai-chatbot\/\" rel=\"follow\">The best AI chatbots of 2024: ChatGPT, Copilot, and worthy alternatives<\/a><\/strong><\/p>\n<p>His hesitancy about AI deployment in police departments to streamline workflows speaks to overarching issues with relying on AI systems to automate certain work processes. There are&nbsp;<a href=\"https:\/\/www.aclu.org\/news\/privacy-technology\/how-artificial-intelligence-can-deepen-racial-and-economic-inequities\" target=\"_blank\" rel=\"noopener nofollow\" class=\"c-regularLink\">numerous examples<\/a>&nbsp;of AI-powered tools worsening systemic discrimination. For example,&nbsp;<a href=\"https:\/\/www.upturn.org\/work\/essential-work\/\" target=\"_blank\" rel=\"noopener nofollow\" class=\"c-regularLink\">research shows employers using AI-driven tools<\/a> to automate their hiring processes &#8220;without active measures to mitigate them, [lead to] biases arising in predictive hiring tools by default.&#8221;<\/p>\n<p>In a&nbsp;<a href=\"https:\/\/investor.axon.com\/2024-04-23-Axon-reimagines-report-writing-with-Draft-One,-a-first-of-its-kind-AI-powered-force-multiplier-for-public-safety\" target=\"_blank\" rel=\"noopener nofollow\" class=\"c-regularLink\">release<\/a>, Axon says Draft One &#8220;includes a range of critical safeguards, requiring every report to be reviewed and approved by a human officer, ensuring accuracy and accountability of the information before reports are submitted.&#8221; Of course, this leaves room for human error and bias, which are already long-known issues in policing.&nbsp;<\/p>\n<p>What&#8217;s more,&nbsp;<a href=\"https:\/\/www.nature.com\/articles\/s41586-024-07856-5\" target=\"_blank\" rel=\"noopener nofollow\" class=\"c-regularLink\">linguist researchers<\/a>&nbsp;found that large language models (LLMs) such as GPT-4 &#8220;embody covert racism&#8221; and can&#8217;t be trained to counter raciolinguistic stereotypes in regard to marginal languages like African American English (AAE). Essentially, LLMs can perpetuate dialect prejudice when they detect languages like AAE. &nbsp;<\/p>\n<p><strong>Also:&nbsp;<a href=\"https:\/\/www.zdnet.com\/article\/despite-dall-e-military-pitch-openai-maintains-its-tools-wont-be-used-to-develop-weapons\/\" rel=\"follow\">Despite DALL-E military pitch, OpenAI maintains its tools won&#8217;t be used to develop weapons<\/a><\/strong><\/p>\n<p>Logic(s) Magazine editor Edward Ongweso Jr. and IT professor&nbsp;<a href=\"https:\/\/au.linkedin.com\/in\/jathan-sadowski#link=%7B%22role%22:%22standard%22,%22href%22:%22https:\/\/au.linkedin.com\/in\/jathan-sadowski%22,%22target%22:%22%22,%22absolute%22:%22%22,%22linkText%22:%22Jathan%20Sadowski%22%7D\" target=\"_blank\" rel=\"noopener nofollow\" class=\"c-regularLink\">Jathan Sadowski<\/a>&nbsp;also criticized automated crime reports on the podcast&nbsp;<a href=\"https:\/\/podcasts.apple.com\/us\/podcast\/this-machine-kills\/id1526914048#link=%7B%22role%22:%22standard%22,%22href%22:%22https:\/\/podcasts.apple.com\/us\/podcast\/this-machine-kills\/id1526914048%22,%22target%22:%22%22,%22linkText%22:%22This%20Machine%20Kills%22,%22absolute%22:%22%22%7D\" target=\"_blank\" rel=\"noopener nofollow\" class=\"c-regularLink\">This Machine Kills<\/a>, noting that racial biases accrued from Western-centric training data and body cameras themselves can harm marginalized people.<\/p>\n<p>When asked how Axon offsets these concerns, Director of Strategic Communications Victoria Keough reiterated the importance of human review. In an email to ZDNET, she noted that &#8220;police narrative reports continue to be the responsibility of officers&#8221; and that &#8220;Axon rigorously tests our AI-enabled products and adheres to a set of&nbsp;<a href=\"https:\/\/nam02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.axon.com%2Fresponsible-innovation&amp;data=05%7C02%7Cradhika.rajkumar%40zdnet.com%7C0d052d56ed054e47d13908dcdbdab611%7C4289d6102cfd46218c9644a1518ddb0a%7C0%7C0%7C638626979635014288%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C0%7C%7C%7C&amp;sdata=KvsCjJFxFZn6TooBLSHnzOafuk5HgDBEHFD%2BHOM0QmM%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener nofollow\" class=\"c-regularLink\">guiding principles&nbsp;<\/a>to ensure we innovate responsibly.&#8221;&nbsp;<\/p>\n<p>The company conducted two internal <a href=\"https:\/\/www.axon.com\/blog\/examining-quality-and-bias\" target=\"_blank\" rel=\"noopener nofollow\" class=\"c-regularLink\">studies<\/a> using 382 sample reports specifically for racial bias testing. They evaluated three dimensions &#8212; Consistency, Completeness, and Word Choice Severity &#8212; to detect any racial biases that may arise and whether chatbots churn out wording or narratives that differ from the &#8220;source transcript.&#8221; The studies found no &#8220;statistically significant difference&#8221; between Draft One reports and the transcripts.&nbsp;<\/p>\n<p><strong>Also:&nbsp;<a href=\"https:\/\/www.zdnet.com\/article\/want-to-access-openais-new-o1-model-you-have-two-options-and-chatgpt-is-not-required\/\" rel=\"follow\">Want to access OpenAI&#8217;s new o1 model? However, Axon CEO Rick Smith stated that &#8220;given all the sensitivities around policing, around race and other identities of people involved, that&#8217;s an area where I think we&#8217;re going to have to do some real work before we would introduce it.&#8221;&nbsp;<\/p>\n<p>Axon, whose goal is to&nbsp;<a href=\"https:\/\/www.axon.com\/moonshot\" target=\"_blank\" rel=\"noopener nofollow\" class=\"c-regularLink\">reduce gun-related deaths between police and civilians<\/a> by 50%, also <a href=\"https:\/\/www.axon.com\/resources\/body-cameras-complete-guide\" target=\"_blank\" rel=\"noopener nofollow\" class=\"c-regularLink\">makes body cameras<\/a>, which are intended to improve policing with objective evidence.
