The agreement would let Microsoft purchase the entirety of the plant&#8217;s roughly 835 megawatts of energy generation\u2014enough to power approximately 800,000 homes\u2014for a span of 20 years starting in 2028, pending regulatory approval.<\/p>\n<p>The actual electricity from the Three Mile Island plant\u2014which would be renamed Crane Clean Energy Center\u2014wouldn&#8217;t be earmarked for any specific use and would go to local interconnections rather than directly to Microsoft facilities. But the deal comes as Microsoft and large swaths of the tech industry <a href=\"https:\/\/arstechnica.com\/science\/2024\/08\/data-centers-demand-a-massive-amount-of-energy-heres-how-some-states-are-tackling-the-industrys-impact\/\">seek new energy sources for data centers<\/a> that power everything from generative AI models to cloud computing and streaming services.<\/p>\n<h2>A new nuclear dawn?<\/h2>\n<p>Pennsylvania&#8217;s Three Mile Island plant <a href=\"https:\/\/arstechnica.com\/gadgets\/2022\/08\/tonight-were-gonna-log-on-like-its-1979\/7\/\">rose to infamy in 1979<\/a> when a partial meltdown in Unit 2 helped ignite panic over nuclear safety across the country. The new Microsoft deal would re-open the adjacent Unit 1, which was <a href=\"https:\/\/arstechnica.com\/tech-policy\/2019\/05\/the-last-reactor-at-three-mile-island-is-shutting-down\/\">shuttered in 2019<\/a> &#8220;due to poor economics,&#8221; according to Constellation. If and when the plant reaches its planned 2028 re-opening, it would be <a href=\"https:\/\/www.world-nuclear-news.org\/articles\/palisades-on-schedule-for-repowering-nrc-considers-restart-regulations\">among the first wave<\/a> of shuttered nuclear plants being put back into service.<\/p>\n<p>Constellation said it plans to spend $1.6 billion revitalizing the plant, including inspections and replacements for the reactor&#8217;s turbines and cooling systems. Tax credits and other federal subsidies from the Inflation Reduction Act would also help fund the re-opening.<\/p>\n<p>Last year, Microsoft <a href=\"https:\/\/www.theverge.com\/2023\/9\/26\/23889956\/microsoft-next-generation-nuclear-energy-smr-job-hiring\">posted a job listing<\/a> looking for a new program manager to &#8220;lead project initiatives for all aspects of nuclear energy infrastructure for global growth.&#8221; Constellation&#8217;s efforts to restart Three Mile Island were <a href=\"https:\/\/www.power-technology.com\/news\/constellation-three-mile-island-pennsylvania\/\">first disclosed months ago<\/a>.<\/p>\n<p>Despite a reputation fostered by the Three Mile Island meltdown and other accidents, nuclear energy as a whole <a href=\"https:\/\/ourworldindata.org\/nuclear-energy\">is responsible for many fewer deaths than most other forms of power generation<\/a>, especially when the environmental impacts of air pollution are taken into account. But the nuclear industry <a href=\"https:\/\/asia.nikkei.com\/Spotlight\/Fukushima-Anniversary\/Fukushima-cleanup-costs-swell-with-no-end-in-sight\">faces massive cleanup costs<\/a> when accidents do happen and still grapples with what to do about nuclear waste that has to be <a href=\"https:\/\/www.bbc.com\/news\/articles\/czx6e2x0kdyo\">safely sequestered for thousands of years<\/a> to avoid potential harm to humans.<\/p>\n<p>&#8220;This agreement is a major milestone in Microsoft&#8217;s efforts to help decarbonize the grid in support of our commitment to become carbon negative,&#8221; Microsoft VP of Energy Bobby Hollis said in a statement. &#8220;Microsoft continues to collaborate with energy providers to develop carbon-free energy sources to help meet the grids&#8217; capacity and reliability needs.&#8221;<\/p>\n<p>News of the deal comes months after Amazon <a href=\"https:\/\/www.ans.org\/news\/article-5842\/amazon-buys-nuclearpowered-data-center-from-talen\/\">purchased a $650 million data center<\/a> powered by the nearby Susquehanna nuclear plant in Pennsylvania.<\/p>\n<h2>Nuclear-powered AI?<\/h2>\n<p>Industry-wide, data centers demanded upward of 350 TWh of power in 2024, <a href=\"https:\/\/www.bloomberg.com\/graphics\/2024-ai-data-centers-power-grids\/\">according to a Bloomberg analysis<\/a>, up substantially from about 100 TWh in 2012. <a href=\"https:\/\/iea.blob.core.windows.net\/assets\/6b2fd954-2017-408e-bf08-952fdd62118a\/Electricity2024-Analysisandforecastto2026.pdf\">An IEA report<\/a> expects those data center power needs to continue to rise in the near future, hitting the 620 to 1,050 TWh range by 2026.<\/p>\n<p>The rise of generative AI models in recent years represents <a href=\"https:\/\/arstechnica.com\/ai\/2024\/06\/is-generative-ai-really-going-to-wreak-havoc-on-the-power-grid\/\">a small but quickly growing<\/a> portion of that data center energy demand. <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S2542435123003653\">One study<\/a> projected total AI energy use at between 85 and 134 TWh by 2027, a range that&#8217;s roughly in line with <a href=\"https:\/\/www.motherjones.com\/environment\/2018\/11\/video-games-electricity-carbon-footprint\/\">the power needs of the PC gaming industry<\/a>.<\/p>\n<p>&#8220;The energy industry cannot be the reason China or Russia beats us in AI,&#8221; Constellation chief executive Joseph Dominguez <a href=\"https:\/\/www.washingtonpost.com\/business\/2024\/09\/20\/microsoft-three-mile-island-nuclear-constellation\/\">told The Washington Post<\/a>. &#8220;This plant never should have been allowed
