the department explained in a <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/www.hhs.gov\/about\/news\/2024\/03\/05\/hhs-statement-regarding-the-cyberattack-on-change-healthcare.html\">statement<\/a>. &#8220;HHS has heard these concerns and is taking direct action and working to support the important needs of the healthcare community.&#8221;<\/p>\n<p>This includes allowing Medicare providers to change clearing houses they use for claims processed during the outage via an expedited process.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"falcon\" data-xsm=\",fluid,mpu,\" data-sm=\",fluid,mpu,\" data-md=\",fluid,mpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/cybercrime&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44ZekSPIqOwYuCSezugYrPWAAAAJE&amp;t=ct%3Dns%26unitnum%3D4%26raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/cybercrime&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44ZekSPIqOwYuCSezugYrPWAAAAJE&amp;t=ct%3Dns%26unitnum%3D426raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>The Feds are also &#8220;encouraging&#8221; Medicare Advantage organizations to offer advance funding to providers more severely affected by the cyber attack. These are the private companies \u2013 like UnitedHealthcare and Humana \u2013 that Medicare pays to cover individuals&#8217; benefits.<\/p>\n<p>Additionally, the government &#8220;strongly encourages&#8221; Medicaid and Children&#8217;s Health Insurance Program managed-care plans to either relax or remove prior authorization requirements and offer advance funding to providers.<\/p>\n<p>On top of that, Medicare Administrative Contractors are required to accept paper claims from providers while their electronic billing systems remain down.<\/p>\n<p>&#8220;This incident is a reminder of the interconnectedness of the domestic health care ecosystem and of the urgency of strengthening cyber security resiliency across the ecosystem,&#8221; HHS noted, and directed medical providers to its December <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/aspr.hhs.gov\/cyber\/Documents\/Health-Care-Sector-Cybersecurity-Dec2023-508.pdf\">concept paper<\/a> [PDF] that outlines a cyber security strategy for the sector.<\/p>\n<p>A month later, the Feds issued new <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2024\/02\/05\/us_voluntary_cybersecurity_goals_hospitals\/\" rel=\"noopener\">voluntary cyber security performance goals<\/a> for hospitals and other healthcare organizations \u2013 which some infosec experts predict probably won&#8217;t be &#8220;voluntary&#8221; for very long.<\/p>\n<h3 class=\"crosshead\">&#8216;They&#8217;re really in the hurt locker&#8217;<\/h3>\n<p>The government stepping in to assist pharmacies and medical providers &#8220;is huge,&#8221; Padraic O&#8217;Reilly, co-founder and chief innovation officer of cyber risk firm CyberSaint, told <em>The Register<\/em>.<\/p>\n<p>&#8220;The smaller practices are really suffering \u2013 they&#8217;re really in the hurt locker,&#8221; he added. &#8220;It&#8217;s such a supply chain issue, and it really reaches into the entire infrastructure around healthcare payments, which is really quite scary. It&#8217;s really high risk to have half the transactions running through one provider.&#8221;<\/p>\n<div aria-hidden=\"true\" class=\"adun\" id=\"story_eagle_xsm_sm_md_xmd_lg_xlg\" data-pos=\"mid\" data-raptor=\"eagle\" data-xsm=\",mpu,dmpu,\" data-sm=\",mpu,dmpu,\" data-md=\",mpu,dmpu,\" data-xmd=\",mpu,dmpu,\" data-lg=\",mpu,dmpu,\" data-xlg=\",mpu,dmpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/cybercrime&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33ZekSPIqOwYuCSezugYrPWAAAAJE&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/cybercrime&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33ZekSPIqOwYuCSezugYrPWAAAAJE&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>Compared with other critical infrastructure sectors, &#8220;healthcare [cyber security] historically tends to lag because they don&#8217;t always have the mandate from above that other sectors do,&#8221; O&#8217;Reilly explained.<\/p>\n<p>Considering HHS&#8217;s voluntary goals, plus the <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2024\/02\/01\/senate_resolution_to_undo_sec\/\" rel=\"noopener\">Biden administration&#8217;s focus<\/a> on <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2023\/03\/03\/us_national_cybersecurity_strategy\/\" rel=\"noopener\">improving cyber security<\/a> \u2013 especially across the critical infrastructure sectors \u2013 &#8220;I wouldn&#8217;t be surprised at all if HHS, on the heels of this, makes more stringent requirements, tying it to Medicare, Medicaid,&#8221; he opined. &#8220;It&#8217;s a carrot-and-stick type scenario.&#8221;<\/p>\n<h3 class=\"crosshead\">More ALPHV drama<\/h3>\n<p>Meanwhile, drama continues to play out in the orbit of ALPHV\/BlackCat, the ransomware gang responsible for the attack on Change Healthcare.<\/p>\n<p>After receiving more than $22 million in Bitcoin \u2013 in what <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2024\/03\/04\/alphv_ransom_payment\/\" rel=\"noopener\">may or may not have been a ransomware payment<\/a> \u2013 the criminal group reportedly stole the money from its affiliate crew that attacked the healthcare IT provider.<\/p>\n<p>Shortly after, the ALPHV website disappeared, and was replaced by a banner declaring it had been seized by international law enforcement including the FBI and the UK&#8217;s National Crime Agency (NCA).<\/p>\n<p>This appears to be an exit scam \u2013 allowing the crooks to take the money and run, while buying time to regroup and possibly resurface under a different brand now that it&#8217;s burned some of its affiliates.<\/p>\n<p>The FBI declined to comment, but a National Crime Agency spokesperson told <em>The Register<\/em> &#8220;any recent disruption to ALPHV infrastructure is not a result of NCA activity.&#8221;<\/p>\n<p>The consensus among threat intel folks on social media seems to be &#8220;exit scam,&#8221; with some noting the <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/twitter.com\/fwosar\/status\/1765012402314023401\">shady source code<\/a> on the new takedown notice.<\/p>\n<p>Infosec analyst and security researcher Dominic Alvieri told <em>The Register<\/em> it&#8217;s an exit scam, while self-described \u201cslayer of ransomware\u201d Fabian Wosar <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/twitter.com\/fwosar\/status\/1765012408752378104\">called it<\/a> &#8220;a poor attempt by ALPHV\/BlackCat to hide their exit scam.
