The company limits access to its database only to businesses and government agencies that have a lawful reason to use the data it holds.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"falcon\" data-xsm=\",fluid,mpu,\" data-sm=\",fluid,mpu,\" data-md=\",fluid,mpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44ZTQGgnNr1vYv@Og1EfbiHwAAAE4&amp;t=ct%3Dns%26unitnum%3D4%26raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44ZTQGgnNr1vYv@Og1EfbiHwAAAE4&amp;t=ct%3Dns%26unitnum%3D426raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>The company closed Hooper&#8217;s account in December of the same year after it suspected fraudulent activity was taking place.<\/p>\n<p>Hooper and Chalk unsuccessfully tried to gain access to the database again using another account which they asked an unnamed, unindicted co-conspirator to open on their behalf.<\/p>\n<p>Using the same method Hooper had used months earlier, they instructed the co-conspirator to open the account under the pretense that the Navy required it for background checks. He also offered to pay them $2,500 for every month the account remained open.<\/p>\n<p>This was initially refused, with the company that ran the <a href=\"https:\/\/www.theregister.com\/software\/databases\/\">database<\/a> asking for a Navy supply officer to sign a contract between it and the co-conspirator to prove that the intended purpose for the account was legitimate.<\/p>\n<p>Furthering their illicit activities, Hooper generated fake documents using the PII he stole from the database in a bid to convince the company that the signatory of the contract was a genuine Navy supply officer, a role with the authority to procure services.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" id=\"story_eagle_xsm_sm_md_xmd_lg_xlg\" alt> <\/a> <\/noscript> <\/div>\n<p>Hooper and Chalk&#8217;s attempts to open the second account were unsuccessful after submitting the documents, which included a fake contract and driver&#8217;s license, as well as a forged letter from a Navy commanding officer.<\/p>\n<p>Chalk, facing the same maximum sentence of 20 years in prison and a $250,000 fine, is due to be sentenced on November 20.
