{"id":52935,"date":"2023-07-26T19:30:00","date_gmt":"2023-07-26T19:30:00","guid":{"rendered":"https:\/\/www.darkreading.com\/dr-global\/tetra-owner-dismiss-backdoor-claims-in-vulnerability-research"},"modified":"2023-07-26T19:30:00","modified_gmt":"2023-07-26T19:30:00","slug":"etsi-dismisses-claims-of-backdoor-vulnerabilities-in-tetra-standard","status":"publish","type":"post","link":"https:\/\/www.threatshub.org\/blog\/etsi-dismisses-claims-of-backdoor-vulnerabilities-in-tetra-standard\/","title":{"rendered":"ETSI Dismisses Claims of &#8216;Backdoor&#8217; Vulnerabilities in TETRA Standard"},"content":{"rendered":"<div><img decoding=\"async\" src=\"https:\/\/eu-images.contentstack.com\/v3\/assets\/blt66983808af36a8ef\/blt61f8d1b384344b89\/64c145d61f78c3255f2f2e59\/reject_keyboard_Prostock-studio_Alamy.jpg\" class=\"ff-og-image-inserted\"><\/div>\n<p>ETSI is pushing back against claims of major vulnerabilities in its Terrestrial Trunked Radio (TETRA) standard and said work had already begun working on enhancing the standard before researchers revealed a series of vulnerabilities<\/p>\n<p>In <a href=\"https:\/\/www.etsi.org\/newsroom\/news\/2260-etsi-and-tcca-statement-to-tetra-security-algorithms-research-findings-publication-on-24-july-2023\" target=\"_blank\" rel=\"noopener\">a statement<\/a>, the European Telecommunications Standards Institute (ETSI) also said there is an ongoing maintenance program to ensure standards remain sound in an evolving security landscape.<\/p>\n<p>This led to revised standards for TETRA being released in&nbsp;October 2022. &#8220;<span>To adapt to technology innovations and potential cybersecurity attacks, including from quantum computers, the<span>&nbsp;<\/span><\/span>ETSI technical committee TCCE<span><span>&nbsp;<\/span>has completed work on new algorithms designed to secure TETRA networks,&#8221; the standards body said <a href=\"https:\/\/www.etsi.org\/newsroom\/press-releases\/2140-2022-11-etsi-secures-critical-infrastructures-against-cyber-quantum-attacks-with-new-tetra-algorithms\" target=\"_blank\" rel=\"noopener\">in a statement<\/a>. Two new specifications,<span>&nbsp;<\/span><\/span><a href=\"https:\/\/www.etsi.org\/deliver\/etsi_ts\/100300_100399\/10039207\/04.01.01_60\/ts_10039207v040101p.pdf\" target=\"_blank\" rel=\"noopener\">ETSI TS 100&nbsp;392-7<\/a><span><span>&nbsp;<\/span>and<span>&nbsp;<\/span><\/span><a href=\"https:\/\/www.etsi.org\/deliver\/etsi_ts\/100300_100399\/10039606\/02.01.01_60\/ts_10039606v020101p.pdf\" target=\"_blank\" rel=\"noopener\">ETSI TS 100&nbsp;396-6<\/a><span>,<span> were<\/span> developed by TCCE with experts from ETSI&#8217;s quantum safe cryptography group.<\/span><\/p>\n<p>Researchers from <a href=\"https:\/\/www.darkreading.com\/dr-global\/zero-day-vulnerabilities-disclosed-in-global-emergency-services-communications-protocol\" target=\"_blank\" rel=\"noopener\">Midnight Blue this week disclosed a series of backdoor vulnerabilities<\/a> in TETRA that <span>allow communications to be intercepted and monitored by reducing 80-bit keys to a more breakable 32 bits. <\/span>They will discuss their findings in greater detail <a href=\"https:\/\/www.blackhat.com\/us-23\/briefings\/schedule\/#redacted-telecom-talk-31807\" target=\"_blank\" rel=\"noopener\">in a talk at Black Hat USA<\/a> next month.<\/p>\n<h2 class=\"regular-text\">Where Is the Backdoor?<\/h2>\n<p>Midnight Blue founding partner Wouter Bokslag&nbsp;says the term backdoor in CVE-2022-24402 was justified and believes there are lots of different parties affected by this backdoor.<\/p>\n<p>For its part, ETSI dismissed this claim and said it doesn&#8217;t constitute a backdoor. Bokslag countered with <a href=\"https:\/\/en.wikipedia.org\/wiki\/Backdoor_(computing)#:~:text=A%20backdoor%20is%20a%20typically,that%20found%20in%20Intel's%20AMT\" target=\"_blank\" rel=\"noopener\">Wikipedia&#8217;s definition<\/a>: a covert method of bypassing normal authentication or encryption. <span>Intentional weakening without informing the public seems like the definition of a backdoor, he adds.<\/span><\/p>\n<p>&#8220;ETSI&#8217;s issue with the term backdoor supposedly follows from the requirement that a backdoor must constitute a&nbsp;covert&nbsp;method, as opposed to something that is publicly known. They state that, since it has been subject to export control regulations, TEA1 is not covertly weakened,&#8221; <span>Bokslag says.<\/span> &#8220;We reject this position, since TEA1, just like its counterparts, uses 80-bit keys and is, to the best of our knowledge, never advertised as providing weaker security guarantees.&#8221;<\/p>\n<p>Bokslag says that there is no reason ETSI would be aware of exploitations in the wild, unless customers contacted ETSI after detecting anomalies in their network traffic. &#8220;Assuming this pertains to TEA1, since it can be passively intercepted and decrypted, there is no detectable interference, and ETSI not knowing any concrete cases seems like a bit of a meaningless statement.&#8221;<\/p>\n<p>ETSI praised the researcher&#8217;s determination of the overall strength of the TETRA standard, and that they found no weaknesses in the TEA2 and TEA3 algorithms following extensive analysis.<\/p>\n<p>ETSI also acknowledged that there are some general areas for improvement in the TETRA protocol, as well as weaknesses in the TEA1 algorithm.
