The defendants also \u201csought to suppress the dissidents\u2019 free speech on the platform of a U.S. telecommunications company.\u201d<\/p>\n<p>That allegation has produced two cases, United States v. Yunpeng Bai, et al. and United States v. Julien Jin, et al.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"condor\" data-xsm=\",fluid,mpu,\" data-sm=\",fluid,mpu,\" data-md=\",fluid,mpu,\"> <noscript> <a alt> <\/a> <\/noscript> <\/div>\n<\/p><\/div>\n<p>Julien Jin, one of the defendants, has previously been <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2020\/12\/18\/technology\/zoom-tiananmen-square.html\" rel=\"noopener\">reported<\/a> as being China-based employee of Zoom.<\/p>\n<p>In 2020, Jin was <a target=\"_blank\" href=\"https:\/\/www.justice.gov\/usao-edny\/pr\/china-based-executive-us-telecommunications-company-charged-disrupting-video-meetings\" rel=\"noopener\">charged<\/a> after prosecutors found that in his role as Company-1\u2019s primary liaison with Chinese law enforcement he \u201cterminated at least four video meetings hosted on Company-1\u2019s networks commemorating the thirty-first anniversary of the Tiananmen Square massacre, most of which were organized and attended by U.S.-based participants, such as dissidents who had participated in and survived the 1989 alt> <\/a> <\/noscript> <\/div>\n<p>Monday\u2019s lawsuit goes further, alleging Jin \u201cworked to identify all accounts associated with the dissident, caused meetings related to the dissident to be hosted in a \u2018quarantine zone\u2019 \u2013 that is, on a server with known lags in response time \u2013 and later worked to block all accounts associated with the dissident.\u201d<\/p>\n<p>Filings allege Jin did so at the behest of China\u2019s Ministry of Public Security (MPS) and the Cyberspace Administration of China (CAC)<\/p>\n<p>United States v. Yunpeng Bai, et al. concerns the activities of 34 MPS officers who allegedly worked for an entity called the \u201c912 Special Project Working Group\u201d formed to \u201ctarget Chinese dissidents located throughout the world.\u201d<\/p>\n<div aria-hidden=\"true\" class=\"adun\" id=\"story_eagle_xsm_sm_md_xmd_lg_xlg\" data-pos=\"mid\" data-raptor=\"eagle\" data-xsm=\",mpu,dmpu,\" data-sm=\",mpu,dmpu,\" data-md=\",mpu,dmpu,\" data-xmd=\",mpu,dmpu,\" data-lg=\",mpu,dmpu,\" data-xlg=\",mpu,dmpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33ZD4pITX8NMBcJ49q-Z@sPAAAAI8&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33ZD4pITX8NMBcJ49q-Z@sPAAAAI8&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>The DoJ alleges the Group ran a troll farm that \u201ccreated thousands of fake online personas on social media sites, including Twitter, to target Chinese dissidents through online harassment and threats.\u201d<\/p>\n<p>\u201cGroup members created and maintained the fake social media accounts through temporary email addresses, posted official PRC government content, and interacted with other online users to avoid the appearance that the Group accounts were \u2018flooding\u2019 a given social media platform,\u201d the DoJ alleges.<\/p>\n<p>The Group may even have had KPIs \u2013 Justice alleges members were offered rewards for operating troll accounts that went undetected. A <a target=\"_blank\" href=\"https:\/\/regmedia.co.uk\/2023\/04\/18\/pacer_us_vs_yunpeng_bai_et_a.pdf\" rel=\"noopener\">filing<\/a> [PDF] details how Group 912 seconded staff from other Chinese government agencies, includes documents alleged to be rosters that ensured ten trolls were on duty, and includes screenshots of some of the fake Twitter accounts the group ran \u2013 usually featuring an avatar depicting an attractive young woman.<\/p>\n<p>While the DoJ has commenced the two cases, none of the defendants are in the USA. Most are in China, or elsewhere in Asia\/<\/p>\n<p>The chances of China allowing them to be extradited to face the charges is witheringly tiny.<\/p>\n<p>While US authorities would appreciate having the defendants endure a trial, announcing these cases satisfies a secondary purpose of letting China know that American investigators know what they\u2019re up to. Indeed, the filings include photos of spreadsheets the DoJ alleges were used by Group 912 to organise its troll accounts and track staff performance.<\/p>\n<p>No information about how such intimate documents were obtained is revealed, but Beijing can now glimpse what the US was able to obtain.<\/p>\n<p>First Assistant U.S. Attorney Pokorny for the Eastern District of New York, the jurisdiction where the actions have been filed, thanked Company-1 for its cooperation in the government\u2019s investigation.
