Each administrative agency manages and operations (sic) the information independently and works with the information relevant only to their operations,&#8221; explains an <a target=\"_blank\" href=\"https:\/\/www.taro.org\/2022\/10\/faq-my-number-card.php\" rel=\"noopener\">FAQ<\/a> linked to by digital minister Kono Taro in a <a target=\"_blank\" href=\"https:\/\/twitter.com\/konotaromp\/status\/1585073305132105728\" rel=\"noopener\">Wednesday tweet<\/a>.<\/p>\n<p>&#8220;The My Number Card alone cannot do anything but relies on the IC Chip or your face\/photo combination,&#8221; the FAQ explains, before reassuring readers that &#8220;information such as your taxes, pension information, and medical records cannot be obtained from the chip if another person tries to access your lost card.&#8221;<\/p>\n<p>Kono is among the Japanese politicians pushing users toward the My Number Card. There&#8217;s only one problem: Japan residents seem reluctant to adopt them, with an online petition to keep current health cards quickly gathering 100,000 signatures.<\/p>\n<p>Many drag their heels out of fear of fraud or privacy violations, but the reluctance also carries a deeply cultural component. Japan as a society remains infamously slow to move on to new tech \u2013 some still embrace <a target=\"_blank\" href=\"https:\/\/www.cbsnews.com\/news\/japan-struggling-to-quit-floppy-disks-and-fax-machines\/\" rel=\"noopener\">nostalgia-inducing relics<\/a> like floppy disks and fax machines.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"falcon\" data-xsm=\",fluid,mpu,\" data-sm=\",fluid,mpu,\" data-md=\",fluid,mpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44Y15oEuEwoGimmkbrjVcZgwAAANA&amp;t=ct%3Dns%26unitnum%3D4%26raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44Y15oEuEwoGimmkbrjVcZgwAAANA&amp;t=ct%3Dns%26unitnum%3D426raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>The situation of holding onto old tech has been problematic for a country that, like the rest of the world, faced a large-scale <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2021\/03\/08\/covid_logfile_wfh_part_one\/\" rel=\"noopener\">impromptu<\/a> transition to work from home measures and electronic delivery of government services.<\/p>\n<p>And thus was born the country&#8217;s Digital Agency \u2013 founded in September of 2021 \u2013 of which Kono is the responsible minister, tasked with the goal to strengthen the digitalization of Japan.<\/p>\n<p>On Wednesday, Kono appeared in a <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=ynTSYy4IKK4\" rel=\"noopener\">YouTube video<\/a> posted to the agency&#8217;s <a target=\"_blank\" href=\"https:\/\/www.digital.go.jp\/policies\/mynumber\/\" rel=\"noopener\">website<\/a> in which he campaigns for the integration of My Number Cards.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" id=\"story_eagle_xsm_sm_md_xmd_lg_xlg\" data-pos=\"mid\" data-raptor=\"eagle\" data-xsm=\",mpu,dmpu,\" data-sm=\",mpu,dmpu,\" data-md=\",mpu,dmpu,\" data-xmd=\",mpu,dmpu,\" data-lg=\",mpu,dmpu,\" data-xlg=\",mpu,dmpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33Y15oEuEwoGimmkbrjVcZgwAAANA&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33Y15oEuEwoGimmkbrjVcZgwAAANA&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>It&#8217;s not Kono&#8217;s first time addressing the Japanese public on YouTube.<\/p>\n<p>&#8220;I would like to talk to people in the midst of a declining and aging population. Together, to create a warm society we need to leverage machines and AI by digitizing. To that end, I would like to popularize My Number Cards and expand their use,&#8221; <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=WpadcgznQHo\" rel=\"noopener\">pleaded<\/a> [VIDEO] the minster in late August<\/p>\n<p>Minister for internal affairs and communications Terada Minoru also appeared in a <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=s0tE8Y1fUhc\" rel=\"noopener\">video<\/a> in which he explained: &#8220;Through the response to coronavirus it became clear that the delay in digitalization is a social issue and there is a strong need for the digitalization of society as a whole. Under these circumstances, My Number Card is a key tool for the digitalization of public administration.&#8221;<\/p>\n<p>&#8220;In the future, a policy aiming to abolish health insurance cards has been indicated,&#8221; added Terada.<\/p>\n<p>The goal is for almost all citizens to have a My Number Card by March 2023. But on October 14, Terada <a target=\"_blank\" href=\"https:\/\/www.soumu.go.jp\/menu_news\/kaiken\/01koho01_02001179.html\" rel=\"noopener\">revealed<\/a> at a press conference that the total number of My Number Card applicants had reached 70.79 million, and the number of issued cards was 62.53 million \u2013 leaving a backlog of over eight million. Japan&#8217;s population is 125 million.<\/p>\n<p>Furthermore, the process of getting a card itself can be cumbersome. Applying for a card was \u2013 no joke \u2013 originally only available via the postal service until, by its own admission, the issuing authority <a target=\"_blank\" href=\"https:\/\/www.kojinbango-card.go.jp\/en\/#emg_8\" rel=\"noopener\">received<\/a> enough complaints to offer it online as well. Applicants must collect the card in person, proving their identity with a barrage of documents.<\/p>\n<p>Once the card is in hand, accessing the system can also be tough. Users who forget their PIN can be locked out of their account, and the website itself can be difficult for the digitally unsavvy. Additionally, if the card is stolen or lost, it takes two months to get a new one.<\/p>\n<p>Local media have reported that long lines and wait times await those wishing to collect their cards. One woman <a target=\"_blank\" href=\"https:\/\/news.yahoo.co.jp\/articles\/a28acd55d94e4f0d20bf75c400427aa7550ebf9c\" rel=\"noopener\">reportedly<\/a> waited in person for five hours to collect her card, after recipients confused a deadline for a card-related giveaway incentive that would provide $136 worth of shopping coupons.<\/p>\n<p>At another press conference on October 21, Terada <a target=\"_blank\" href=\"https:\/\/www.soumu.go.jp\/menu_news\/kaiken\/01koho01_02001181.html\" rel=\"noopener\">conceded<\/a> the integration had some issues \u2013 such as dealing with infants and prompt issuance in the event of loss \u2013 leading several government orgs to review the procedures for applying to acquire the card.<\/p>\n<p>In parliament this week, prime minister Fumio Kishida <a target=\"_blank\" href=\"https:\/\/apnews.com\/article\/technology-health-japan-covid-public-d47817295a647379f69da9bb16160d13\" rel=\"noopener\">reportedly<\/a> said the country will continue plans to phase out the health insurance cards. However, the government will make arrangements for those who pay into plans to continue using their public health insurance. \u00ae<\/p>\n<p> READ MORE <a
