Twitter, a social network with hundreds of millions of users, \u201cwas over a decade behind industry security standards,\u201d he later testified. <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_6E273E0F-75DB-9F6C-CF95-CD57A118A3A1@published\" data-editable=\"text\" data-component-name=\"paragraph\"> Barely a year later, Zatko was agitating for Twitter\u2019s top executives to address what he described as \u201ca ticking bomb of security vulnerabilities\u201d and to provide a full accounting of its shortcomings to its board. <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_3BE911E2-204B-348E-E819-CD57A1259F2E@published\" data-editable=\"text\" data-component-name=\"paragraph\"> His concerns, raised privately at first and later in a <a href=\"https:\/\/www.cnn.com\/2022\/08\/23\/tech\/twitter-whistleblower-peiter-zatko-security\/index.html\" target=\"_blank\" rel=\"noopener\">whistleblower disclosure<\/a> that became public, would upend one of the world\u2019s most influential social networks and raise new questions about its <a href=\"https:\/\/www.cnn.com\/2022\/08\/23\/tech\/twitter-whistleblower-elon-musk-deal\/index.html\" target=\"_blank\" rel=\"noopener\">pending acquisition<\/a> by the world\u2019s richest man, Elon Musk. It would also, he later testified, put his career and his family at risk. <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_8AD3DE16-2C70-AD2E-52F2-CD57A12CF674@published\" data-editable=\"text\" data-component-name=\"paragraph\"> In his disclosure filed with various US government agencies in July, Zatko alleged that Twitter <a href=\"https:\/\/money.cnn.com\/quote\/quote.html?symb=TWTR&amp;source=story_quote_link\"> (TWTR)<\/a> trusted far too many employees with access to sensitive user data, creating a fragile security posture that an outsider could exploit to wreak havoc on the platform. The disclosure <a href=\"https:\/\/www.cnn.com\/2022\/08\/23\/tech\/twitter-foreign-intel-problem\/index.html\" target=\"_blank\" rel=\"noopener\">also claimed<\/a> that one or more current Twitter <a href=\"https:\/\/money.cnn.com\/quote\/quote.html?symb=TWTR&amp;source=story_quote_link\"> (TWTR)<\/a> employees may be working for a foreign intelligence service, potentially threatening user data and US national security, and that Twitter <a href=\"https:\/\/money.cnn.com\/quote\/quote.html?symb=TWTR&amp;source=story_quote_link\"> (TWTR)<\/a> CEO Parag Agrawal misled the company\u2019s board of directors by discouraging Zatko from providing a full account of Twitter <a href=\"https:\/\/money.cnn.com\/quote\/quote.html?symb=TWTR&amp;source=story_quote_link\"> (TWTR)<\/a>\u2019s security weaknesses. (Twitter <a href=\"https:\/\/money.cnn.com\/quote\/quote.html?symb=TWTR&amp;source=story_quote_link\"> (TWTR)<\/a> has criticized Zatko and broadly defended itself against the allegations.) <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_D1AADDEC-B394-20BD-41EA-CD7F59A89F70@published\" data-editable=\"text\" data-component-name=\"paragraph\"> \u201cGiven the real harm to users and national security, I determined it was necessary to take on the personal and professional risk to myself and to my family of becoming a whistleblower,\u201d Zatko, better known as \u201cMudge\u201d in cybersecurity circles and highly regarded in that community, said during a Senate hearing on his disclosure in September. \u201cI did not make my whistleblower disclosure out of spite or to harm Twitter, far from that, I continue to believe in the mission of the company and root for its success.\u201d <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_25BD69F5-ACF8-3D05-B9DB-CD57A13F9D8A@published\" data-editable=\"text\" data-component-name=\"paragraph\"> Since going public with his concerns, Zatko, who has held numerous posts in the private and public sector, has found himself at the center of <a href=\"https:\/\/www.cnn.com\/2022\/08\/27\/tech\/twitter-whistleblower-fallout\" target=\"_blank\" rel=\"noopener\">renewed scrutiny<\/a> of Twitter. He testified last month in a <a href=\"https:\/\/www.cnn.com\/2022\/09\/13\/tech\/twitter-whistleblower-senate-hearing\" target=\"_blank\" rel=\"noopener\">Senate committee hearing<\/a> about his disclosure, and his allegations have caught the attention of <a href=\"https:\/\/www.cnn.com\/2022\/08\/25\/tech\/ftc-twitter-whistleblower\/index.html\" target=\"_blank\" rel=\"noopener\">various regulators<\/a> both in the United States and abroad. Zatko was deposed by Musk\u2019s team and the billionaire was allowed to add some of Zatko\u2019s allegations to his argument to terminate the deal. Although it <a href=\"https:\/\/www.cnn.com\/2022\/10\/05\/tech\/elon-musk-twitter-deal-next-steps\" target=\"_blank\" rel=\"noopener\">now appears<\/a> Musk wants to go forward with the acquisition, the timing of Zatko\u2019s allegations sparked questions about his motives. (Zatko denies any relationship with Musk and says his decision to go public was unrelated to the deal; Musk\u2019s legal team says it was unaware of the disclosure until it was publicly reported.) <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_CFD43B5A-11D9-39E2-7B1C-CD57A1532B82@published\" data-editable=\"text\" data-component-name=\"paragraph\"> Twitter <a href=\"https:\/\/www.cnn.com\/2022\/08\/24\/tech\/twitter-employee-questions-whistleblower\/index.html\" target=\"_blank\" rel=\"noopener\">pushed back<\/a> on Zatko\u2019s allegations, saying that security and privacy have \u201clong been top company-wide priorities.\u201d Twitter has said his disclosure is \u201criddled with inconsistencies and inaccuracies,\u201d and said that it paints a \u201cfalse narrative\u201d of the company. Twitter has also tried to paint Zatko as a disgruntled former employee with an ax to grind against the company. <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_9273E470-EAAA-A16D-069B-CD57A15AAA98@published\" data-editable=\"text\" data-component-name=\"paragraph\"> But some who have worked alongside Zatko over the last three decades paint a picture of him as a principled technologist with a knack for making the complex accessible and an earnest desire to fix problems, as he\u2019s done for much of his career. The decision to blow the whistle, they say, is in keeping with that approach. <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_F5710388-F569-CA27-D566-CD57A162EF39@published\" data-editable=\"text\" data-component-name=\"paragraph\"> \u201cHe\u2019s not doing this for fun. It doesn\u2019t get him anything,\u201d said Dave Aitel, a former computer scientist at the National Security Agency and colleague of Zatko\u2019s at cybersecurity consulting firm @stake. \u201cThat\u2019s actually what integrity looks like when you have to see it up close.\u201d <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_D2861F22-D963-DED9-AC1B-CD57A16F706E@published\" data-editable=\"text\" data-component-name=\"paragraph\"> As a result of his whistleblower activities, Zatko may be eligible for a monetary award from the US government. John Tye, founder of Whistleblower Aid and Zatko\u2019s lawyer, previously told CNN \u201cthe prospect of a reward was not a factor in [Zatko\u2019s] decision.\u201d <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"archive.cms.cnn.com\/_components\/subheader\/instances\/paragraph_9155E9B0-535F-E6E4-7309-CD783AFFB1C5@published\" data-component-name=\"subheader\" id=\"paragraph-9155e9b0-535f-e6e4-7309-cd783affb1c5\"> A long history of pushing for fixes <\/h2>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_25B26234-105A-1BD5-3167-CD57A183A909@published\" data-editable=\"text\" data-component-name=\"paragraph\"> Nearly 25 years ago, as a young computer programmer with much longer hair, Zatko told Congress that the internet was woefully insecure. A big part of the issue, Zatko <a href=\"https:\/\/www.youtube.com\/watch?v=VVJldn_MmMY\" target=\"_blank\" rel=\"noopener\">told a Senate panel<\/a>, was that software and e-commerce companies \u201cwant to ignore problems as long as possible. It\u2019s cheaper for them.\u201d <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_2EDF4D5F-7896-8649-B8B2-CD57A18A2FE1@published\" data-editable=\"text\" data-component-name=\"paragraph\"> Several years earlier, Zatko had joined the Boston-area hacking collective known as L0pht, according to \u201cThe Cult of the Dead Cow,\u201d Washington Post reporter Joseph Menn\u2019s book on how the early hacking scene shaped the cybersecurity industry. <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_9B31E78A-610C-F6C9-C3C9-CD57A191E684@published\" data-editable=\"text\" data-component-name=\"paragraph\"> L0pht members broke into computer systems and then worked with companies that made the equipment to fix the problems. So I still think that his moral standards have not really changed \u2026 in the 30 years that I\u2019ve known him.\u201d <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_2CBE03ED-5345-4F2F-04D1-CD57A1BA5B06@published\" data-editable=\"text\" data-component-name=\"paragraph\"> In the following years, Zatko, now 51, led an influential cybersecurity grantmaking program at the Pentagon, worked at a Google division for developing cutting-edge technology, helped build the cybersecurity team at fintech firm Stripe, and advised US lawmakers and officials on how to plug security holes in the internet. <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_806DDD00-EFF7-4A1C-64EF-CD57A1C2E5F6@published\" data-editable=\"text\" data-component-name=\"paragraph\"> His career has shown that \u201cthere was more to hacking than just one-upping each other, that there was actually a social good and impact that you could have,\u201d said Song. <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"archive.cms.cnn.com\/_components\/subheader\/instances\/paragraph_3CE95EBB-F8FC-3B0B-0492-CD788AE81B94@published\" data-component-name=\"subheader\" id=\"paragraph-3ce95ebb-f8fc-3b0b-0492-cd788ae81b94\"> Trying to fix a decade of security debt <\/h2>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_5ACD9832-1020-F868-030A-CD57A1D69109@published\" data-editable=\"text\" data-component-name=\"paragraph\"> Twitter hired Zatko in November 2020 to beef up cybersecurity and privacy at the company in the wake of a high-profile hack, allegedly spearheaded by a Florida teenager, in July 2020 that compromised the Twitter accounts of some of the most famous people on the planet, including then-presidential candidate Joe Biden.
