Google and YouTube are part of Alphabet Inc <a data-testid=\"Link\" href=\"https:\/\/www.reuters.com\/companies\/GOOGL.O\" target=\"_blank\" class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__large__nEccO link__underline_default__2prE_\" rel=\"noopener\">(GOOGL.O)<\/a>.<\/p>\n<p data-testid=\"paragraph-2\" class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body-v2__element__23wZV\">The Supreme Court also agreed to hear a separate appeal by Twitter Inc <a data-testid=\"Link\" href=\"https:\/\/www.reuters.com\/companies\/TWTR.N\" target=\"_blank\" class=\"text__text__1FZLe text__dark-grey__3Ml43 text__medium__1kbOh text__large__nEccO link__underline_default__2prE_\" rel=\"noopener\">(TWTR.N)<\/a> of the lower court&#8217;s decision to revive a similar lawsuit against that company, though not on the basis of Section 230.<\/p>\n<div class=\"registration-prompt-v2__container__1mRPg registration-prompt-v2__inline__1JoxF article-body-v2__element__23wZV article-body-v2__inline-registration-prompt__3q-iu\" readability=\"32\">\n<p><h5 data-testid=\"Heading\" class=\"text__text__1FZLe text__white__3r45t text__medium__1kbOh text__heading_5__2krbj heading__base__2T28j heading__heading_5__2A2g- registration-prompt-v2__heading__2z1Vt\">Register now for FREE unlimited access to Reuters.com<\/h5>\n<p><button data-testid=\"Button\" class=\"button__button__2Ecqi button__secondary__18moI button__round__1nYLA text-button__container__3q3zX registration-prompt-v2__button-text__2m6i6\" type=\"button\"><span class=\"button__container__3sgvk\"><span data-testid=\"Text\" class=\"text__text__1FZLe text__inherit-color__3208F text__bold__2-8Kc text__default__UPMUu text-button__medium__113uZ\">Register<\/span><\/span><\/button><\/p>\n<\/div>\n<p data-testid=\"paragraph-3\" class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body-v2__element__23wZV\">The lawsuit against Google accused it of materially supporting terrorism in violation of the Anti-Terrorism Act, a federal law that allows Americans to recover damages related to &#8220;an act of international terrorism.&#8221; The lawsuit alleged that YouTube, through computer algorithms, recommended videos by the Islamic State militant group, which claimed responsibility for the Paris attacks, to certain users.<\/p>\n<p data-testid=\"paragraph-4\" class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body-v2__element__23wZV\">The San Francisco-based 9th U.S. Circuit Court of Appeals in 2021 dismissed the lawsuit in a ruling relying largely on another law, known as Section 230 of the Communications Decency Act of 1996.<\/p>\n<p data-testid=\"paragraph-5\" class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body-v2__element__23wZV\">Section 230, enacted before the rise of today&#8217;s major social media companies, protects &#8220;interactive computer services&#8221; by ensuring they cannot be treated as the &#8220;publisher or speaker&#8221; of any information provided by other users.<\/p>\n<p data-testid=\"paragraph-6\" class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body-v2__element__23wZV\">The lawsuit argued that such immunity should not apply when the company&#8217;s platform recommends certain content via algorithms that identify and display content most likely to interest users, based on how people use the service.<\/p>\n<p data-testid=\"paragraph-7\" class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body-v2__element__23wZV\">Section 230 has drawn criticism from across the political spectrum. Democrats have faulted it for giving social media companies a pass for spreading hate speech and misinformation. Republicans painted it as a tool for censorship of voices on the right, especially after Twitter and other platforms banned then-President Donald Trump from after a mob of his supporters attacked the U.S. Capitol in a deadly riot on Jan. 6, 2021. Trump as president unsuccessfully sought its repeal.<\/p>\n<p data-testid=\"paragraph-8\" class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body-v2__element__23wZV\">Gonzalez was among 130 people killed in Paris during the 2015 attacks that included suicide bombings and mass shootings. She was at a bistro called La Belle Equipe when militants fired on the crowd of diners.<\/p>\n<p data-testid=\"paragraph-9\" class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body-v2__element__23wZV\">The plaintiffs said that YouTube&#8217;s algorithm helped Islamic State spread its militant message by recommending to users the group&#8217;s videos including those aimed at recruiting jihadist fighters, and that the company&#8217;s &#8220;assistance&#8221; was a cause of the 2015 attacks.<\/p>\n<p data-testid=\"paragraph-10\" class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body-v2__element__23wZV\">Gonzalez&#8217;s family appealed the 9th Circuit ruling to the Supreme Court, noting that while algorithms may suggest benign dance videos to some, &#8220;other recommendations suggest that users look at materials inciting dangerous, criminal or self-destructive behavior.&#8221;<\/p>\n<p data-testid=\"paragraph-11\" class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body-v2__element__23wZV\">The family added that removing Section 230 protections would prompt websites to stop recommending harmful materials, while saying that allowing the immunity &#8220;denies redress to victims who could have shown that those recommendations had caused their injuries, or the deaths of their loved ones.&#8221;<\/p>\n<p data-testid=\"paragraph-12\" class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body-v2__element__23wZV\">In the case against Twitter, American family members of Nawras Alassaf, a Jordanian citizen who died in a nightclub mass shooting in 2017 in Istanbul also claimed by Islamic State, accused that social media company of violating the anti-terrorism law by failing to police the platform for Islamic State accounts or posts.<\/p>\n<p data-testid=\"paragraph-13\" class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__large__nEccO body__full_width__ekUdw body__large_body__FV5_X article-body-v2__element__23wZV\">The 9th Circuit in the same ruling reversed a federal judge&#8217;s decision to throw out the case against Twitter, but did not assess Twitter&#8217;s claim of
