It states that only apps using the Android <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/developer.android.com\/reference\/android\/net\/VpnService\">VPNService base class<\/a>, and that function primarily as VPNs, can open a secure device-level tunnel to a remote service.<\/p>\n<p>Such VPNs, however, cannot &#8220;manipulate ads that can impact apps monetization.&#8221;<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"condor\" data-xsm=\",fluid,mpu,\" data-sm=\",fluid,mpu,\" data-md=\",fluid,mpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=2&amp;c=2Yw1fwa75tA0o5-q6X61aeAAAABM&amp;t=ct%3Dns%26unitnum%3D2%26raptor%3Dcondor%26pos%3Dtop%26test%3D0\" target=\"_blank\" rel=\"noopener\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=2&amp;c=2Yw1fwa75tA0o5-q6X61aeAAAABM&amp;t=ct%3Dns%26unitnum%3D2%26raptor%3Dcondor%26pos%3Dtop%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>The rules appear to be intended to deter data-grabbing VPN services, such as Facebook&#8217;s discontinued <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2020\/12\/16\/australia_sues_facebook_over_onavo_vpn\/\" rel=\"noopener\">Onavo<\/a>, and to prevent ad fraud. But other apps may not be so fortunate.<\/p>\n<p>Labdaoui points to the DuckDuckGo Privacy Browser for Android, which creates a local VPN service to make its <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/spreadprivacy.com\/introducing-app-tracking-protection\/\">App Tracking Protection<\/a> block tracker server connections, as a potential casualty of the new Play policy.<\/p>\n<p>DuckDuckGo, however, isn&#8217;t convinced. &#8220;We don&#8217;t believe we\u2019ll be impacted by the policy but our team is continuing to review it,&#8221; a spokesperson for the company told <em>The Register<\/em> in an email.<\/p>\n<p>Another app that could be affected is <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/play.google.com\/store\/apps\/details?id=com.jumboprivacy\">Jumbo<\/a> for Android, which also appears to utilize VPN-related code <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/support.jumboprivacy.com\/article\/141-block-trackers\">to block trackers<\/a>.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" id=\"story_eagle_xsm_sm_md_xmd_lg_xlg\" data-pos=\"mid\" data-raptor=\"eagle\" data-xsm=\",mpu,dmpu,\" data-sm=\",mpu,dmpu,\" data-md=\",mpu,dmpu,\" data-xmd=\",mpu,dmpu,\" data-lg=\",mpu,dmpu,\" data-xlg=\",mpu,dmpu,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33Yw1fwa75tA0o5-q6X61aeAAAABM&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33Yw1fwa75tA0o5-q6X61aeAAAABM&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>Google&#8217;s policy is not unique. Apple&#8217;s iOS App Store includes <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/developer.apple.com\/app-store\/review\/guidelines\/#vpn-apps\">a similar requirement<\/a> to use a specific VPN API, named <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/developer.apple.com\/documentation\/networkextension\/nevpnmanager\">NEVPNManager<\/a>, which is available only to developers who are part of an organization, not unaffiliated individual developers.<\/p>\n<p>The iOS rules state, &#8220;You must make a clear declaration of what user data will be collected and how it will be used on an app screen prior to any user action to purchase or otherwise use the service. Apps offering VPN services may not sell, use, or disclose to third parties any data for any purpose, and must commit to this in their privacy policy.&#8221;<\/p>\n<p>While Apple&#8217;s VPN rules do not specifically address interfering with ads, it&#8217;s likely the iOS guidelines leave enough room for interpretation that Apple could ban an iOS app that interferes with the functioning of other apps, were it so inclined.<\/p>\n<p>Google for years has <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/www.androidpolice.com\/2016\/03\/01\/google-explicitly-bans-ad-blockers-from-the-play-store-except-all-those-ad-blocking-web-browsers-apparently\/\">disallowed<\/a> Android apps that block ads in other Android apps (with the exception of browsers), and its Chrome Web Store <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/developer.chrome.com\/docs\/webstore\/program_policies\/\">includes language<\/a> that could be used to ban ad blocking extensions if Google chose to do so. For example, &#8220;We don&#8217;t allow content that harms or interferes with the operation of the networks, servers, or other infrastructure of Google or any third-parties.&#8221;<\/p>\n<p>However, Google has maintained that it wants to let developers &#8220;<a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/blog.chromium.org\/2019\/06\/web-request-and-declarative-net-request.html\">create safer<\/a> and more performant ad blockers,&#8221; even as its <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2022\/06\/08\/google_blocking_privacy_manifest\/\" rel=\"noopener\">pending<\/a> Manifest v3 transition looks likely to make such extensions less
