Mike Parson wants to prosecute a journalist who warned the state that a government website left school teachers and administrators&#8217; Social Security numbers exposed.&nbsp;<\/p>\n<p><\/span><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"29\"><\/p>\n<p>Parson called <em>St. Louis Post-Dispatch<\/em> reporter Josh Renaud a \u201chacker\u201d and vowed to seek criminal prosecution at a press conference on Thursday. Renaud&#8217;s &#8220;crime?&#8221; Clicking &#8220;view source&#8221; on a publicly available webpage.&nbsp;<\/p>\n<p><\/span><span><\/p>\n<div class=\"adph adph--border\">\n<p>Advertisement<\/p>\n<\/div>\n<p><\/span><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"26.260330578512\"><\/p>\n<p>\u201cThe state does not take this matter lightly,\u201d Parson said, <a href=\"https:\/\/missouriindependent.com\/2021\/10\/14\/missouri-governor-vows-criminal-prosecution-of-reporter-who-found-flaw-in-state-website\/\" target=\"_blank\" rel=\"noopener\">according to the Missouri Independent<\/a>. \u201cThis administration is standing up against any and all perpetrators who attempt to steal personal information and harm Missourians.\u201d&nbsp;<\/p>\n<p><\/span><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"28\"><\/p>\n<p>Parson said he referred the case to the Cole County prosecutor and asked the Missouri State Highway Patrol to investigate as well.<\/p>\n<p><\/span><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"32.083333333333\"><\/p>\n<p>On Wednesday, <a href=\"https:\/\/www.stltoday.com\/news\/local\/education\/missouri-teachers-social-security-numbers-at-risk-on-state-agencys-website\/article_f3339700-ece0-54a1-9a45-f300321b7c82.html?utm_campaign=snd-autopilot&amp;utm_medium=social&amp;utm_source=undefined_stltoday\" target=\"_blank\" rel=\"noopener\">the <\/a><em><a href=\"https:\/\/www.stltoday.com\/news\/local\/education\/missouri-teachers-social-security-numbers-at-risk-on-state-agencys-website\/article_f3339700-ece0-54a1-9a45-f300321b7c82.html?utm_campaign=snd-autopilot&amp;utm_medium=social&amp;utm_source=undefined_stltoday\" target=\"_blank\" rel=\"noopener\">St. Louis Post-Dispatch <\/a><\/em><a href=\"https:\/\/www.stltoday.com\/news\/local\/education\/missouri-teachers-social-security-numbers-at-risk-on-state-agencys-website\/article_f3339700-ece0-54a1-9a45-f300321b7c82.html?utm_campaign=snd-autopilot&amp;utm_medium=social&amp;utm_source=undefined_stltoday\" target=\"_blank\" rel=\"noopener\">reported<\/a> that a flaw in the state&#8217;s Department of Elementary and Secondary Education left exposed the SSNs of the department employees, including teachers, administrators, and counselors. Renaud reported that the SSNs were visible simply by viewing the HTML source code of the vulnerable pages, something that anyone can do with two clicks on any modern browser.&nbsp;&nbsp;<\/p>\n<p><\/span><span><\/p>\n<div class=\"adph adph--border\">\n<p>Advertisement<\/p>\n<\/div>\n<p><\/span><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"29\"><\/p>\n<p>The office of Gov. Parson declined to comment, and referred us to a recording of Parson\u2019s press conference.&nbsp;<\/p>\n<p><\/span><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"32\"><\/p>\n<p>The way the <em>St. Louis Post-Dispatch<\/em> and Renaud handled the situation seems like a textbook example of ethical disclosure of a bug. The paper reported having found the bug in the web app set up to allow the public to search teacher certifications and credentials. More than 100,000 SSNs were exposed, according to the paper.&nbsp;<\/p>\n<p><\/span><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"35\"><\/p>\n<p>Once the paper alerted the state government, the department fixed the bug on Tuesday, and the paper published its story on Wednesday, once there were no risks for the teachers whose SSNs were exposed. Parson&#8217;s comments are also a textbook example of government officials seemingly not having any clue how technology works, and vilifying people who do ethical security research as criminals, rather than simply thanking them for doing a public service that makes us all safer.<\/p>\n<p><\/span><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"31\"><\/p>\n<p>&#8220;The newspaper delayed publishing this report to give the department time to take steps to protect teachers\u2019 private information, and to allow the state to ensure no other agencies\u2019 web applications contained similar vulnerabilities,&#8221; the St. Louis Post-Dispatch wrote in its article.<\/p>\n<p><\/span><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"27\"><\/p>\n<p>A spokesperson for the St. Louis Post-Dispatch shared the following statement:<\/p>\n<p><\/span><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"33\"><\/p>\n<p>\u201cThe reporter did the responsible thing by reporting his findings to the Department of Elementary and Secondary Education (DESE) so that the state could act to prevent disclosure and misuse,\u201d the statement read. \u201cA hacker is someone who subverts computer security with malicious or criminal intent. Here, there was no breach of any firewall or security and certainly no malicious intent. For DESE to deflect its failures by referring to this as \u2018hacking\u2019 is unfounded.
