CYBER is Motherboard&#8217;s podcast and reporting on the dark underbelly of the internet.<\/p>\n<\/div>\n<p><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"24.782608695652\"><\/p>\n<p>The State Department is offering a reward of up to $10 million for information that leads to the identification or location of hackers acting under the control of a foreign government who target U.S. critical infrastructure, <a href=\"https:\/\/www.state.gov\/rewards-for-justice-reward-offer-for-information-on-foreign-malicious-cyber-activity-against-u-s-critical-infrastructure\/\" target=\"_blank\" rel=\"noopener\"><span>according to the announcement published Thursday<\/span><\/a>.&nbsp;<\/p>\n<p><\/span><span><\/p>\n<div class=\"adph adph--border\">\n<p>Advertisement<\/p>\n<\/div>\n<p><\/span><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"34\"><\/p>\n<p>The announcement says the reward covers, but is not limited to, ransomware. But the reward may not cover information related to a wide range of ransomware actors, as the announcement says it applies to hackers that are &#8220;acting at the direction or under the control of a foreign government.&#8221; Although Russia often tolerates cybercriminals within its borders, many of those groups are not necessarily directly under the control of the Russian government.<\/p>\n<p><\/span><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"36\"><\/p>\n<p>&#8220;Violations of the statute may include transmitting extortion threats as part of ransomware attacks; intentional unauthorized access to a computer or exceeding authorized access and thereby obtaining information from any protected computer; and knowingly causing the transmission of a program, information, code, or command, and as a result of such conduct, intentionally causing damage without authorization to a protected computer,&#8221; the announcement reads.<\/p>\n<p><\/span><\/p>\n<div class=\"body-image\" data-component=\"ImageBlock\">\n<div class=\"body-image__img\">\n<div><picture class=\"responsive-image lazyloader--lazy lazyloader--lowres\"><source media=\"(min-width: 1000px)\" srcset=\"https:\/\/video-images.vice.com\/_uncategorized\/1626363149153-state-secure-drop.png?resize=20:*\"><source media=\"(min-width: 700px)\" srcset=\"https:\/\/video-images.vice.com\/_uncategorized\/1626363149153-state-secure-drop.png?resize=20:*\"><source media=\"(min-width: 0px)\" srcset=\"https:\/\/video-images.vice.com\/_uncategorized\/1626363149153-state-secure-drop.png?resize=20:*\"><img class=\"responsive-image__img\" alt=\"state-secure-drop.png\"><\/picture><\/div>\n<\/div>\n<\/div>\n<p><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"32\"><\/p>\n<p>&#8220;Protected computers include not only U.S. government and financial institution computer systems, but also those used in or affecting interstate or foreign commerce or communication,&#8221; the announcement adds, referring to the scope of the reward program.<\/p>\n<p><\/span><span class=\"abc__textblock size--article\" data-component=\"TextBlock\" readability=\"27.510373443983\"><\/p>\n<p>The State Department has also set up <a href=\"http:\/\/he5dybnt7sr6cm32xt77pazmtm65flqy6irivtflruqfc5ep7eiodiad.onion\" target=\"_blank\" rel=\"noopener\"><span>a Tor hidden service<\/span><\/a> where people can more securely report the information. The system appears to be run on the SecureDrop software, which journalists often use to receive documents or tips anonymously.&nbsp;<\/p>\n<p><\/span>READ MORE <a
