But the site does not have permission to host or offer access to those papers, which is why it has in the past been <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2017\/11\/23\/sci_hubs_become_inactive_following_court_order\/\" rel=\"noopener noreferrer\">shuttered by US courts<\/a> for copyright breaches. The site has also been <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/national-security\/justice-department-investigates-sci-hub-founder-on-suspicion-of-working-for-russian-intelligence\/2019\/12\/19\/9dbcb6e6-2277-11ea-a153-dce4b94e4249_story.html#click=https:\/\/t.co\/JZnPc13ZYt\" rel=\"noopener noreferrer\">tied<\/a> to Russian intelligence services.<\/p>\n<p>The site justifies its activities by claiming that paid access to research \u201ceffectively slow down the development of science in human society.\u201d<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"mid\" data-raptor=\"eagle\" data-xsm=\",button,mpu_plusplus,\" data-sm=\",button,mpu_plusplus,\" data-md=\",button,mpu_plusplus,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33YFk2yBDJmh0VB-9aZe8YYwAAAEk&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener noreferrer\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33YFk2yBDJmh0VB-9aZe8YYwAAAEk&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>The City of London Police says the site \u201cobtains the papers through a variety of malicious means, such as the use of phishing emails to trick university staff and students into divulging their login credentials.
