But because they&#8217;re lucrative for the ad business, Google and other companies have been trying to come up with alternative tracking tech that passes muster with privacy regulators.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"mid\" data-raptor=\"eagle\" data-xsm=\",button,mpu_plusplus,\" data-sm=\",button,mpu_plusplus,\" data-md=\",button,mpu_plusplus,\"> <noscript> <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33YENCfGIj-eTqReikOldngAAAAMY&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener noreferrer\"> <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_security\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33YENCfGIj-eTqReikOldngAAAAMY&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" alt> <\/a> <\/noscript> <\/div>\n<p>FLoC is one component in Google&#8217;s so-called Privacy Sandbox, a set of technical proposals that Google and other ad tech firms have been working on to replace the third-party cookie, which Google last year said it would stop supporting after competing browser makers began blocking them by default.<\/p>\n<p>&#8220;A browser with FLoC enabled would collect information about its user\u2019s browsing habits, then use that information to assign its user to a &#8216;cohort&#8217; or group,&#8221; explains Cyphers. &#8220;Each user\u2019s browser will share a cohort ID, indicating which group they belong to, with websites and advertisers.&#8221;<\/p>\n<h3 class=\"crosshead\"> <span>Selling by the group<\/span><br \/>\n<\/h3>\n<p>FLoC cohorts are intended to represent large, general interest groups; more specific behavioral ad targeting \u2013 narrowing FloC groups down \u2013 will be handled by related schemes like Turtledove and others proposals all with bird-themed names that are also due for testing soon.<\/p>\n<p>Google&#8217;s own engineers acknowledge that FLoC&#8217;s privacy story remains half-baked, noting for example that FLoC currently &#8220;creates a new fingerprinting surface in that it provides the same value across sites.&#8221;<\/p>\n<div class=\"promo_article\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/regmedia.co.uk\/2020\/11\/20\/shutterstock_software_sandbox.jpg?x=174&amp;amp;y=115&amp;amp;crop=1\" width=\"174\" height=\"115\" alt=\"Software sandbox\"><\/p>\n<h2 title=\"The third-party advertising cookie: Barely tolerated anymore. We can rebuild it, internet titan insists, we have the technology.\">In a trial run, Google Chrome to corral netizens into groups for tailored web ads rather than target individuals<\/h2>\n<p><a href=\"https:\/\/www.theregister.com\/2021\/01\/25\/google_targeted_advertising\/\"><span>READ MORE<\/span><\/a><\/div>\n<p>Even so, the company <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/github.com\/WICG\/floc\/blob\/master\/security-and-privacy-self-review.md\">self-evaluated FLoC<\/a> and its responses indicate that FLoC&#8217;s implementation adequately addresses security and privacy concerns, at least to the extent an Origin Trial can begin.<\/p>\n<p>Or nearly: FLoC&#8217;s Origin Trial, a way for Google to expose experimental web features for testing, aspired to begin on March 2, but remains gated <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/www.chromestatus.com\/feature\/5710139774468096\">behind a flag<\/a> due to an unresolved bug.<\/p>\n<p>Nonetheless, there are still <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/github.com\/WICG\/floc\/issues\">unanswered questions and concerns<\/a> that other technically oriented-types have about FLoC. For example, two years ago, Steven Englehardt, privacy engineer at Mozilla, opened a <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/github.com\/WICG\/floc\/issues\/6\">GitHub Issue<\/a> challenging Google&#8217;s privacy claims.<\/p>\n<p>While FLoC&#8217;s use of groups as a form of anonymity (k-anonymity) may make it more difficult to identity an individual user from a FLoC group designation, that doesn&#8217;t necessarily prevent the exposure of personal information.<\/p>\n<p>&#8220;How personal a piece of information is does not depend on the number of people that share that attribute,&#8221; wrote Englehardt. &#8220;K-anonymity does nothing to help provide this property.&#8221;<\/p>\n<p>As an example, Englehardt cited how more than 30m Americans have diabetes. &#8220;While we\u2019re very unlikely to re-identify any of those users based solely on the knowledge that they have diabetes, I suspect we can agree that nearly every individual in this group would not want this information used by advertisers,&#8221; he said.<\/p>\n<h3 class=\"crosshead\"> <span>The eternal question<\/span><br \/>\n<\/h3>\n<p>That issue remains unresolved. As Cyphers points out, Google acknowledges this risk in its FLoC explainer on GitHub and concludes it&#8217;s better at least than the current situation.<\/p>\n<p>&#8220;Sites that know a person\u2019s PII (e.g., when people sign in using their email address) could record and reveal their cohort,&#8221; the repo&#8217;s <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/github.com\/WICG\/floc\">README<\/a> file states. &#8220;This means that information about an individual&#8217;s interests may eventually become public. This is not ideal, but still better than today\u2019s situation in which PII can be joined to exact browsing history obtained via third-party cookies.&#8221;<\/p>\n<p>Cyphers argues that even if Google can address these risks, targeted advertising itself is fundamentally at odds with civil liberties.<\/p>\n<p>&#8220;The power to target is the power to discriminate,&#8221; he writes. &#8220;By definition, targeted ads allow advertisers to reach some kinds of people while excluding others. A targeting system may be used to decide who gets to see job postings or loan offers just as easily as it is to advertise shoes. &#8220;<\/p>\n<p>Google, he says, believes it can monitor FLoC to keep sensitive categories of data out \u2013 which doesn&#8217;t address the possibility that innocuous data categories can be used as proxies for sensitive ones. Zip codes, for example, have been used <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC7305557\/\">to target<\/a> racial groups.<\/p>\n<p>But Cyphers expresses alarm at the prospect of Google monitoring FLoC groups by conducting audits for the usage of sensitive data like race, gender, religion, age, health, and financial status, noting that the company has already been accused of <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/themarkup.org\/google-the-giant\/2021\/02\/11\/google-has-been-allowing-advertisers-to-exclude-nonbinary-people-from-seeing-job-ads\">allowing advertisers to discriminate<\/a> against
