{"id":38194,"date":"2020-11-13T15:30:10","date_gmt":"2020-11-13T15:30:10","guid":{"rendered":"https:\/\/www.threatshub.org\/blog\/ticketmaster-cops-1-25m-ico-fine-for-2018-magecart-breach-blames-someone-else-and-vows-to-appeal\/"},"modified":"2020-11-13T15:30:10","modified_gmt":"2020-11-13T15:30:10","slug":"ticketmaster-cops-1-25m-ico-fine-for-2018-magecart-breach-blames-someone-else-and-vows-to-appeal","status":"publish","type":"post","link":"https:\/\/www.threatshub.org\/blog\/ticketmaster-cops-1-25m-ico-fine-for-2018-magecart-breach-blames-someone-else-and-vows-to-appeal\/","title":{"rendered":"Ticketmaster cops \u00a31.25m ICO fine for 2018 Magecart breach, blames someone else and vows to appeal"},"content":{"rendered":"<div><img decoding=\"async\" src=\"https:\/\/regmedia.co.uk\/2018\/09\/12\/shutterstock_whackmole.jpg\" class=\"ff-og-image-inserted\"><\/div>\n<p>The Information Commissioner\u2019s Office has fined Ticketmaster \u00a31.25m after the site\u2019s operators failed to spot a Magecart card skimmer infection until after 9 million customers\u2019 details had been slurped by criminals.<\/p>\n<p>The breach began in February 2018 and was not detected until April, when banks realised their customers\u2019 cards were being abused by criminals immediately after they were used for legitimate purchases on Ticketmaster\u2019s website.<\/p>\n<p>Key to the criminals\u2019 success was Ticketmaster\u2019s decision to deploy a Javascript-powered chatbot on its website payment pages, giving criminals an easy way in by compromising the third party\u2019s JS \u2013 something the ICO held against Ticketmaster in its decision to award the fine.<\/p>\n<p>Ticketmaster <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2018\/06\/27\/ticketmaster_support_bot_hack\/\" rel=\"noopener noreferrer\">\u2018fessed up to world+dog in June that year<\/a>, and the final damage has now been revealed by the Information Commissioner\u2019s Office (ICO): 9.4m people\u2019s data was \u201cpotentially affected\u201d of which 1.5m were in the UK; 66,000 credit cards were compromised and had to be replaced; and Ticketmaster itself doesn\u2019t know how many people were affected between 25 May and 23 June 2018.<\/p>\n<p>Today\u2019s fine only applies to that May-June period, which happens to be after the Data Protection Act 2018 \u2013 the <a target=\"_blank\" href=\"https:\/\/www.gov.uk\/data-protection#:~:text=The%20Data%20Protection%20Act%202018,Data%20Protection%20Regulation%20(GDPR).&amp;text=They%20must%20make%20sure%20the,used%20fairly%2C%20lawfully%20and%20transparently\" rel=\"noopener noreferrer\">UK implementation of the EU\u2019s GDPR<\/a> \u2013 came into force. This allowed the ICO to impose a higher penalty than it could have done under the pre-GDPR legal regime.<\/p>\n<p>James Dipple-Johnstone, a deputy Information Commissioner in charge of the investigation, said in a statement: \u201cTicketmaster should have done more to reduce the risk of a cyber-attack. Its failure to do so meant that millions of people in the UK and Europe were exposed to potential fraud. The \u00a31.25m fine we\u2019ve issued today will send a message to other organisations that looking after their customers\u2019 personal details safely should be at the top of their agenda.\u201d<\/p>\n<p>Ticketmaster remains in denial about its culpability for the breach, telling <i>The Register<\/i> in a statement: \u201cTicketmaster takes fans\u2019 data privacy and trust very seriously. Since Inbenta Technologies was breached in 2018, we have offered our full cooperation to the ICO. We plan to appeal today\u2019s announcement.\u201d<\/p>\n<p>Inbenta Technologies supplied a custom Javascript-powered chatbot to Ticketmaster which was compromised by the Magecart operators.<\/p>\n<p>Crucially, for whatever reason, Ticketmaster deployed the chatbot on its payment pages, giving the criminals a way in.<\/p>\n<p>As we <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2018\/12\/12\/ticketmaster_denies_fault_website_magecart_infection\/\" rel=\"noopener noreferrer\">reported in 2018<\/a>, Inbenta told us of Ticketmaster\u2019s deployment of the Javascript in question: \u201cHad we known that script would have been used in that way, we would have advised against it, as it poses a security threat.\u201d<\/p>\n<h3 class=\"crosshead\"> <span>&#8216;Smoking gun&#8217; was first spotted by banks<\/span><br \/>\n<\/h3>\n<p>The attack was only spotted in 2018 when alert folk at challenger bank Monzo realised one of their customers\u2019 cards had been compromised after being used on Ticketmaster\u2019s website. The lucky customer had typo\u2019d the card expiry date; the very next day, it was used for a fraudulent transaction but with the same incorrect expiry date, revealing whoever was using it had lifted the details from Ticketmaster. Monzo fronted up Ticketmaster and presented their \u201csmoking gun\u201d, to evident indifference.<\/p>\n<p>\u201cIt took Ticketmaster approximately nine weeks from the date of Monzo\u2019s notification of possible fraud involving the Ticketmaster website for Ticketmaster to run a payment through its payment page and monitor the network traffic thereon,\u201d said an incredulous ICO, which noted that it took a random Twitter user explaining why JS on a payments page is a bad thing for the business to wake up and do something about it.<\/p>\n<p>Barclaycard and American Express also noticed suspicious goings-on in April 2018, but Ticketmaster steadfastly denied anything was wrong until May, eventually realising the game was up in June.<\/p>\n<p>\u201cTicketmaster did not adequately test, assess or evaluate whether the security measures operating between the chat bot and its own payment page were adequate to address the known risks of third party scripts,\u201d said the ICO.<\/p>\n<p>By its own admission, Ticketmaster wasn\u2019t even monitoring how often Inbenta updated its Javascript \u2013 in breach of all rules and guidance on JS and payments pages.<\/p>\n<p>Magecart was the attack vector that <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2020\/10\/16\/british_airways_ico_fine_20m\/\" rel=\"noopener noreferrer\">saw 380,000 people\u2019s credit card details stolen from British Airways<\/a>.<\/p>\n<p>Credit reference agency Experian has <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2020\/10\/28\/experian_ico_marketing_data_investigation\/\" rel=\"noopener noreferrer\">also declared it will appeal against an ICO rap-on-the-knuckles<\/a>, despite not being fined for wrongfully trading \u201cmillions\u201d of people\u2019s data with marketing agencies. \u00ae<\/p>\n<p> READ MORE <a
