{"id":37862,"date":"2020-10-26T15:04:17","date_gmt":"2020-10-26T15:04:17","guid":{"rendered":"https:\/\/packetstormsecurity.com\/news\/view\/31696\/Treasury-Sanctions-Russian-Research-Institute-For-Triton-Attack.html"},"modified":"2020-10-26T15:04:17","modified_gmt":"2020-10-26T15:04:17","slug":"treasury-sanctions-russian-research-institute-for-triton-attack","status":"publish","type":"post","link":"https:\/\/www.threatshub.org\/blog\/treasury-sanctions-russian-research-institute-for-triton-attack\/","title":{"rendered":"Treasury Sanctions Russian Research Institute For Triton Attack"},"content":{"rendered":"<div><img decoding=\"async\" src=\"https:\/\/www.scmagazine.com\/wp-content\/uploads\/sites\/2\/2020\/10\/petrochemicalplant-e1603494745561.jpg\" class=\"ff-og-image-inserted\"><\/div>\n<div class=\"wysiwyg\">\n<p>The Treasury Department\u2019s Office of Foreign Assets Control sanctioned a Russian government research institution linked to Triton malware targeting industrial safety systems, the first time the U.S. took such an action for an industrial control system attack.<\/p>\n<p>Treasury Secretary Steve Mnuchin called out the Russian government for continuing \u201cto engage in dangerous cyber activities aimed at the U.S. and its allies.\u201d The State Research Center of the Russian Federation FGUP Central Scientific Research Institute of Chemistry and Mechanics built the tools behind a 2017 <a href=\"https:\/\/www.scmagazine.com\/home\/security-news\/fireeye-attributes-triton-ics-attack-to-russian\/\">Triton <\/a>attack on a petrochemical facility in the Middle East.<\/p>\n<p>The malware, also known as <a href=\"https:\/\/www.scmagazine.com\/home\/security-news\/malware\/second-triton-trisis-critical-infrastructure-attack-spotted\/\">Trisis<\/a> and Hatman, has been used against U.S. partners in the Middle East, and the agency said in a <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/sm1162\">release<\/a> that Triton hackers have been reportedly scanning and probing U.S. facilities.<\/p>\n<p>\u201cAn OFAC sanction by the U.S. Treasury is significant and compelling; not only will it impact this research institution in Russia, but anyone working with them will have their ability to be successful on the international stage severely hampered,\u201d said Robert Lee, CEO and co-founder of Dragos, Inc.<\/p>\n<p>\u201cThe most important aspect of this development, however, is the attribution to Russia for the Trisis attack by the USG officially and the explicit call out of industrial control systems in the sanction,\u201d said Lee. \u201cThis is a norm setting moment and the first time an ICS cyberattack has ever been sanctioned.\u201d<\/p>\n<p>He called the sanction \u201centirely appropriate\u201d since the cyberattack on the petrochemical attack \u201cwas the first ever targeted explicitly towards human life.
