{"id":37154,"date":"2020-09-16T15:27:53","date_gmt":"2020-09-16T15:27:53","guid":{"rendered":"https:\/\/packetstormsecurity.com\/news\/view\/31581\/US-Charges-Five-Hackers-Part-Of-Chinese-State-Sponsored-Group-APT41.html"},"modified":"2020-09-16T15:27:53","modified_gmt":"2020-09-16T15:27:53","slug":"us-charges-five-hackers-part-of-chinese-state-sponsored-group-apt41","status":"publish","type":"post","link":"https:\/\/www.threatshub.org\/blog\/us-charges-five-hackers-part-of-chinese-state-sponsored-group-apt41\/","title":{"rendered":"US Charges Five Hackers Part Of Chinese State-Sponsored Group APT41"},"content":{"rendered":"<figure class=\"image image-original shortcode-image\"><span class=\"img aspect-set \"><img decoding=\"async\" src=\"https:\/\/zdnet3.cbsistatic.com\/hub\/i\/2015\/09\/03\/906678dd-03bf-41d5-a3f0-3cfa4eae96b4\/doj.jpg\" class alt=\"doj.jpg\"><\/span><figcaption><span class=\"caption\"><\/span><span class=\"credit\"> (Image: file photo) <\/span><\/figcaption><\/figure>\n<p>The US government has filed charges today against five Chinese nationals for hacking into more than 100 companies across the world, part of a state-sponsored hacking group known as <strong>APT41<\/strong>.<\/p>\n<p>According to court documents unsealed today, US officials said the group has hacked software development companies, computer hardware manufacturers, telecommunications providers, social media companies, video game companies, non-profit organizations, universities, think tanks, from where they stole proprietary source code, code-signing certificates, customer data, and valuable business information. <\/p>\n<p>Victim companies resided in countries such as the US, Australia, Brazil, Chile, Hong Kong, India, Indonesia, Japan,<br \/>Malaysia, Pakistan, Singapore, South Korea, Taiwan, Thailand, and Vietnam.<\/p>\n<p>US officials said APT41 members also compromised foreign government computer networks in India and Vietnam, as well as pro-democracy politicians and activists in Hong Kong. Attacks against he UK government were also executed, but were not successful.<\/p>\n<p>The APT41 group is one of today&#8217;s most infamous and most active state-sponsored hacking groups. ATP41&#8217;s operations were first revealed in a <a href=\"https:\/\/www.fireeye.com\/blog\/threat-research\/2019\/08\/apt41-dual-espionage-and-cyber-crime-operation.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-component=\"externalLink\">FireEye report<\/a> published in August 2019.<\/p>\n<p>The report was ground-breaking, at the time, as FireEye researchers revealed how the the group conducted both cyber-espionage for the Chinese regime but also intrusions for personal financial gain, usually executed outside normal working hours. Most of these side-hacks usually targeted gaming companies, from where they stole source code or digital in-game currency.<\/p>\n<p>In some cases, APT41 was also spotted deploying ransomware and installed malware that mined cryptocurrency for the group&#8217;s members. While it&#8217;s unknown how many of these incidents have occurred, the DOJ named one victim of a ransomware attack as &#8220;a non-profit organization dedicated to combating global poverty.&#8221;<\/p>\n<h3>Five Chinese nationals indicted<br \/><\/h3>\n<section class=\"sharethrough-top\" data-component=\"medusaContentRecommendation\" data-medusa-content-recommendation-options=\"{&quot;promo&quot;:&quot;promo_zd_recommendation_sharethrough_top_in_article_desktop&quot;,&quot;spot&quot;:&quot;dfp-in-article&quot;}\"> <\/section>\n<p>According to court documents obtained by ZDNet, the indictments came in two waves, but were unsealed today. The first two APT41 members were identified and charged in August 2019, following the FireEye report. According to a copy of the <a href=\"http:\/\/www.documentcloud.org\/documents\/7209588-ZHR-Indictment-Redacted.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-component=\"externalLink\">2019 indictment<\/a>, these charges stemmed from allegedly hacking high technology and video gaming companies, and a United Kingdom citizen. The two suspects were identified as:<\/p>\n<ul>\n<li>Zhang Haoran (\u5f20\u6d69\u7136), 35<\/li>\n<li>Tan Dailin (\u8c2d\u6234\u6797), 35<\/li>\n<\/ul>\n<p>Three more APT41 members were charged in a <a href=\"http:\/\/www.documentcloud.org\/documents\/7209586-C404-Indictment-Reduced-Size.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-component=\"externalLink\">separate indictment<\/a> filed last month, in August 2020. These three were charged with most of the APT41 intrusions. <\/p>\n<ul>\n<li>Jiang Lizhi (\u848b\u7acb\u5fd7), 35<\/li>\n<li>Qian Chuan (\u94b1\u5ddd), 39<\/li>\n<li>Fu Qiang (\u4ed8\u5f3a), 37<\/li>\n<\/ul>\n<p>US officials said the three were employees of&nbsp;<em>Chengdu 404 Network Technology,<\/em>&nbsp;a front company that operated under the close supervision of PRC officials. Court documents also revealed that US officials intercepted online chats between Jiang and another Chinese hackers, conversations where Jiang touted knowing and operating under Gong An, a high-ranking official in the Chinese Ministery of Public Security.<\/p>\n<figure class=\"media-source\">\n<div class=\"twitterContainer\" readability=\"6.4497816593886\">\n<blockquote class=\"twitter-tweet\" data-conversation=\"none\" readability=\"6.4497816593886\">\n<p lang=\"en\" dir=\"ltr\">In a really interesting reveal, US government had intercepted communications where operators bragged about their close relationship with Ministry of State Security (MSS) 4\/<\/p>\n<p>\u2014 Dmitri Alperovitch (@DAlperovitch) <a href=\"https:\/\/twitter.com\/DAlperovitch\/status\/1306246927588167680?ref_src=twsrc%5Etfw\" rel=\"noopener noreferrer\" target=\"_blank\" data-component=\"externalLink\">September 16, 2020<\/a><\/p><\/blockquote><\/div>\n<\/figure>\n<p>All five APT41 members remain at large, and their names have been added to the FBI&#8217;s Cyber Most Wanted List.<\/p>\n<figure class=\"image image-original shortcode-image\"><span class=\"img aspect-set \"><img decoding=\"async\" src=\"https:\/\/www.zdnet.com\/article\/us-charges-five-hackers-part-of-chinese-state-sponsored-group-apt41\/\" class=\"lazy\" alt=\"APT41 poster\" data-original=\"https:\/\/zdnet4.cbsistatic.com\/hub\/i\/2020\/09\/16\/20ff53bf-65de-4403-a9b3-02a7f97c8c5d\/apt41.png\"><\/span><noscript><span class=\"img aspect-set \"><img decoding=\"async\" src=\"https:\/\/zdnet4.cbsistatic.com\/hub\/i\/2020\/09\/16\/20ff53bf-65de-4403-a9b3-02a7f97c8c5d\/apt41.png\" class alt=\"APT41 poster\"><\/span><\/noscript><figcaption><span class=\"caption\"><\/span><span class=\"credit\"> Image: FBI\/DOJ <\/span><\/figcaption><\/figure>\n<p>In addition, two Malaysian businessmen were also charged for conspiring with two of the APT41 members to profit from intrusions at video game companies. The two were arrested on Monday, September 14, by Malaysian authorities in the Malaysian city of Sitiawan.<\/p>\n<p>According to <a href=\"http:\/\/www.documentcloud.org\/documents\/7209587-Wong-Indictment-Redacted.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-component=\"externalLink\">court documents<\/a>, the two have been identified as Wong Ong Hua, 46, and Ling Yang Ching, 32, owners of <a href=\"https:\/\/www.seagm.com\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-component=\"externalLink\">Sea Gamer Mall<\/a>, a website that sold digital currency for various online games \u2014 currency that US officials believe was sometimes provided by APT41 members illegally, following intrusions at gaming companies.<\/p>\n<p>In a live-streamed press conference today, FBI Deputy Director David L. Bowdich, said the Bureau is currently seeking the extradition of the two Malaysian businessmen to the US, to face their charges.<\/p>\n<p>The FBI, which spearheaded the investigation, also obtained a court warrant earlier this month and seized &#8220;hundreds of accounts, servers, domain names, and command-and-control (C2) &#8216;dead drop&#8217; web pages&#8221; used by APT41 in past operations.<\/p>\n<h3>Third Chinese state hacking group disrupted by US officials since 2017<br \/><\/h3>\n<p>The arrests today are part of a larger US crackdown against Chinese cyber-espionage and theft of intellectual property from US companies. US authorities previously <a href=\"https:\/\/www.justice.gov\/opa\/pr\/us-charges-three-chinese-hackers-who-work-internet-security-firm-hacking-three-corporations\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-component=\"externalLink\">charged three other Chinese hackers in November 2017<\/a> (believed to be part of Chinese hacker group APT3) and <a href=\"https:\/\/www.justice.gov\/opa\/pr\/two-chinese-hackers-associated-ministry-state-security-charged-global-computer-intrusion\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-component=\"externalLink\">two other hackers in December 2018<\/a> (believed to be part of Chinese hacker group APT10).<\/p>\n<p>Earlier this year, the FBI said it was <a href=\"https:\/\/www.zdnet.com\/article\/fbi-is-investigating-more-than-1000-cases-of-chinese-theft-of-us-technology\/\" target=\"_blank\" rel=\"noopener noreferrer\">investigating more than 1,000 cases<\/a> of Chinese theft of US technology.<\/p>\n<p>&#8220;Today&#8217;s charges, the related arrests, seizures of malware and other infrastructure used to conduct intrusions, and coordinated private sector protective actions reveal yet again the Department&#8217;s determination to use all of the tools at its disposal and to collaborate with the private sector and nations who support the rule of law in cyberspace,&#8221; said Assistant Attorney<br \/>General John C. Demers.<\/p>\n<p>&#8220;Regrettably, the Chinese communist party has chosen a different path of making China safe for cybercriminals so long as they attack computers outside China and steal intellectual property helpful to China,&#8221; added Deputy Attorney General Jeffrey A.
