{"id":29946,"date":"2019-10-24T00:30:28","date_gmt":"2019-10-24T00:30:28","guid":{"rendered":"https:\/\/www.threatshub.org\/blog\/republican-senators-shoot-down-a-triple-whammy-of-proposed-election-security-laws\/"},"modified":"2019-10-24T00:30:28","modified_gmt":"2019-10-24T00:30:28","slug":"republican-senators-shoot-down-a-triple-whammy-of-proposed-election-security-laws","status":"publish","type":"post","link":"https:\/\/www.threatshub.org\/blog\/republican-senators-shoot-down-a-triple-whammy-of-proposed-election-security-laws\/","title":{"rendered":"Republican senators shoot down a triple whammy of proposed election security laws"},"content":{"rendered":"<p>The US Senate on Wednesday blocked a trio of law bills that aimed to make America&#8217;s elections more secure and transparent.<\/p>\n<p>The <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/115th-congress\/senate-bill\/1989\">Honest Ads<\/a> Act, spearheaded by Amy Klobuchar (D-MN), who is among those running for president in 2020, would, if passed, force social media networks to reveal the organisations paying for political ads on their platforms.<\/p>\n<p>\u201cThe goal of the Honest Ads Act is simple: to ensure that voters know who is paying to influence our political system,\u201d Klobuchar said when she introduced the bill. \u201cThe bill would put in place the same rules of the road for social media platforms that currently apply to political ads sold on TV, radio, and in print regarding disclaimers and disclosures so that Americans know who is behind the ads they see online.\u201d<\/p>\n<p>The bill was introduced in 2017 in response to the thousands of divisive and controversial adverts that were <a target=\"_blank\" href=\"https:\/\/www.theregister.co.uk\/2018\/05\/10\/congress_russian_facebook_troll_ads\" rel=\"noopener noreferrer\">purchased<\/a> by Russia\u2019s Internet Research Agency troll farm. It was <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/1356\">reintroduced<\/a> this year after stalling in the 115th Congress. It was stopped on Tuesday by John Thune (R-SD). While any one senator can introduce a new bill, one objection can be enough to <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/thehill.com\/policy\/cybersecurity\/466985-senate-republicans-block-two-election-security-bills\">kill the whole thing<\/a>.<\/p>\n<p>A second law bill that failed to pass through the Senate on Tuesday week was Dick Durbin and Tammy Duckworth (both D-IL) and Klobuchar&#8217;s <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/1540\">Election Security<\/a> Act, which called for states to use paper ballots to prevent cyberattacks altering tallies in voting databases or otherwise screwing around with polling.<\/p>\n<p>\u201cThe Election Security Act, which requires paper ballots and establishes critical cybersecurity standards, is a common-sense approach to upholding the integrity of each American\u2019s vote and strengthening our election security,\u201d Duckworth <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/www.durbin.senate.gov\/newsroom\/press-releases\/durbin-duckworth-introduce-landmark-election-security-legislation\">said<\/a> previously.<\/p>\n<p>Again, the Russians are to blame, she opined. The CIA traced <a target=\"_blank\" href=\"https:\/\/www.theregister.co.uk\/2016\/10\/18\/us_election_hacking_risk_analysis\/\" rel=\"noopener noreferrer\">a string of hacking attempts<\/a> against ten US states&#8217; voting databases back to Moscow in 2016. Although the Election Security Act was backed by more than 30 senators, including Dianne Feinstein (D-CA) and Elizabeth Warren (D-MA), admittedly out of 100, it was swatted down by John Kennedy (R-LA) this week.<\/p>\n<div class=\"promo_article\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/regmedia.co.uk\/2019\/08\/08\/bruce.jpg?x=174&amp;y=115&amp;crop=1\" width=\"174\" height=\"115\" alt=\"bruce\"><\/p>\n<h2 title=\"As it emerges non-internet-connected election systems are actually connected to the internet\">You can easily secure America&#8217;s e-voting systems tomorrow. Use paper \u2013 Bruce Schneier<\/h2>\n<p><a href=\"https:\/\/www.theregister.co.uk\/2019\/08\/09\/schneier_voting_security\/\"><span>READ MORE<\/span><\/a><\/div>\n<p>The third and final blow was made to the Democrats&#8217; <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/627\/\">Securing America\u2019s Federal Elections<\/a> (SAFE) Act. It <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/2722\">passed the House<\/a> in June, but was taken down on Wednesday by Marsha Blackburn (R-TN). The Republican in fact killed off attempts by Senators Mark Warner (D-VA), Ron Wyden (D-OR), and Klobuchar to push through all three election laws again on Wednesday.<\/p>\n<p>SAFE proposed to provide funding for states to update and patch voting systems to reduce the risk of security threats.<\/p>\n<p>\u201cAging equipment, under-resourced jurisdictions, and interference by foreign entities or non-state actors leaves our systems vulnerable to exploitation that can undermine confidence in election outcomes,\u201d House Rep Zoe Lofgren (D-CA), who wrote the House version of the legislation, previously <a target=\"_blank\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/cha.house.gov\/press-release\/house-passes-lofgren%E2%80%99s-safe-act-secure-america%E2%80%99s-elections\">said<\/a>. \u201cThe need is urgent. The time for Congress to act is now.
