{"id":28006,"date":"2019-07-24T18:24:00","date_gmt":"2019-07-24T18:24:00","guid":{"rendered":"http:\/\/758d2391-edb9-49eb-9817-7b0db127cd1e"},"modified":"2019-07-24T18:24:00","modified_gmt":"2019-07-24T18:24:00","slug":"apt-doxing-group-exposes-apt17-as-jinan-bureau-of-chinas-security-ministry","status":"publish","type":"post","link":"https:\/\/www.threatshub.org\/blog\/apt-doxing-group-exposes-apt17-as-jinan-bureau-of-chinas-security-ministry\/","title":{"rendered":"APT-doxing group exposes APT17 as Jinan bureau of China&#8217;s Security Ministry"},"content":{"rendered":"<p><span class=\"img aspect-set\"><img decoding=\"async\" src=\"https:\/\/zdnet1.cbsistatic.com\/hub\/i\/2019\/07\/24\/596bdb15-1b31-405c-a074-d0a23a40d880\/1324ba6f1920a2064ee8a7de4a12af7f\/china-apt17.jpg\" class alt=\"China\"><\/span><\/p>\n<p>Intrusion Truth, an online group of anonymous cyber-security analysts, have doxed another cyber-espionage hacking group linked to the Chinese government.<\/p>\n<p>This is the third Chinese cyber-espionage group (also known as an APT, or advanced persistent threat) that Intusion Truth has doxed in as many years.<\/p>\n<p>They previously revealed the secret identities of individuals part of two Chinese hacker groups in May 2017 and August 2018 &#8212; namely <a href=\"https:\/\/intrusiontruth.wordpress.com\/2017\/05\/09\/apt3-is-boyusec-a-chinese-intelligence-contractor\/\" target=\"_blank\" rel=\"noopener noreferrer\">APT3<\/a> and <a href=\"https:\/\/intrusiontruth.wordpress.com\/2018\/08\/15\/apt10-was-managed-by-the-tianjin-bureau-of-the-chinese-ministry-of-state-security\/\" target=\"_blank\" rel=\"noopener noreferrer\">APT10<\/a>.<\/p>\n<p>Those revelations resulted in the Department of Justice (DOJ) indicting some of the group&#8217;s members in <a href=\"https:\/\/www.zdnet.com\/article\/us-indicts-chinese-hackers-for-corporate-espionage\/\" target=\"_blank\" rel=\"noopener noreferrer\">November 2017<\/a> and <a href=\"https:\/\/www.zdnet.com\/article\/us-charges-two-chinese-nationals-for-hacking-cloud-providers-nasa-the-us-navy\/\" target=\"_blank\" rel=\"noopener noreferrer\">December 2018<\/a>, respectively.<\/p>\n<h3>Another year, another Chinese APT dox<\/h3>\n<p>Now, Intrusion Truth is back with another series of expos\u00e9s. Over the past week, the shadowy white-hat group has published details about three individuals it believes are behind APT17.<\/p>\n<p><a href=\"https:\/\/docs.google.com\/spreadsheets\/u\/1\/d\/1H9_xaxQHpWaa4O_Son4Gx0YOIzlcBWMsdvePFX68EKU\/pubhtml#\" target=\"_blank\" rel=\"noopener noreferrer\"><em>APT17 is a codename<\/em><\/a> <em>&#8212; together with Deputy Dog and Axiom &#8212; that cyber-security firms have assigned to the group of hackers responsible for a series of similar cyberattacks that have happened in the early 2010s [<\/em><a href=\"https:\/\/www.fireeye.com\/blog\/threat-research\/2013\/09\/operation-deputydog-zero-day-cve-2013-3893-attack-against-japanese-targets.html\" target=\"_blank\" rel=\"noopener noreferrer\"><em>1<\/em><\/a><em>,<\/em> <a href=\"https:\/\/www.fireeye.com\/blog\/threat-research\/2013\/11\/operation-ephemeral-hydra-ie-zero-day-linked-to-deputydog-uses-diskless-method.html\" target=\"_blank\" rel=\"noopener noreferrer\"><em>2<\/em><\/a><em>,<\/em> <a href=\"https:\/\/www.zdnet.com\/article\/fireeye-microsoft-wipe-technet-clean-of-malware-hidden-by-hackers\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>3<\/em><\/a><em>,<\/em> <a href=\"https:\/\/www.rsaconference.com\/writable\/presentations\/file_upload\/crwd-t11-hide_and_seek-how_threat_actors_respond_in_the_face_of_public_exposure.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><em>4<\/em><\/a><em>,<\/em> <a href=\"http:\/\/www.novetta.com\/blog\/2014\/10\/cyber-security-coalition1\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>5<\/em><\/a><em>], and which have targeted everything from private companies to government agencies, in countries all over the world.<\/em><\/p>\n<p>Intrusion Truth has now doxed a man running four Chinese companies and <a href=\"https:\/\/intrusiontruth.wordpress.com\/2019\/07\/17\/who-is-mr-guo\/\" target=\"_blank\" rel=\"noopener noreferrer\">believed to be an officer of the Chinese Ministry of State Security<\/a>, along with two hackers [<a href=\"https:\/\/intrusiontruth.wordpress.com\/2019\/07\/19\/who-is-mr-wang\/\" target=\"_blank\" rel=\"noopener noreferrer\">1<\/a>, <a href=\"https:\/\/intrusiontruth.wordpress.com\/2019\/07\/22\/who-is-mr-zeng\/\" target=\"_blank\" rel=\"noopener noreferrer\">2<\/a>], both who are believed to have worked for the named companies.<\/p>\n<section class=\"sharethrough-top\" data-component=\"medusaContentRecommendation\" data-medusa-content-recommendation-options=\"{&quot;promo&quot;:&quot;promo_ZD_recommendation_sharethrough_top_in_article_desktop&quot;,&quot;spot&quot;:&quot;dfp-in-article&quot;}\">\n<\/section>\n<p>The thing the three have in common is their location in the city of Jinan, the capital of China&#8217;s Shandong province.<\/p>\n<p>According to Intrusion Truth, these three individuals are some of APT17&#8217;s members, and they are allegedly operating as contractors for the Jinan bureau of the Chinese Ministry of State Security (MSS), for which they carried out on-demand hacking operations.<\/p>\n<h3>MSS involvement is not a shocker anymore<\/h3>\n<p>Intrusion Truth&#8217;s assertment that &#8220;<a href=\"https:\/\/intrusiontruth.wordpress.com\/2019\/07\/24\/apt17-is-run-by-the-jinan-bureau-of-the-chinese-ministry-of-state-security\/\" target=\"_blank\" rel=\"noopener noreferrer\">APT17 is run by the Jinan bureau of the Chinese Ministry of State Security<\/a>,&#8221; isn&#8217;t actually a novel or shocking concept anymore.<\/p>\n<p>In 2017, when Intrusion Truth first made its bold claims that APT3 was a company named Boyusec, a Guangdong contractor for the Chinese Ministry of State Security, the cyber-security world had a hard time believing their claims.<\/p>\n<p>Nevertheless, a few months later, cyber-security firm <a href=\"https:\/\/www.recordedfuture.com\/chinese-mss-behind-apt3\/\" target=\"_blank\" rel=\"noopener noreferrer\">Recorded Future independently confirmed Intrusion Truth findings<\/a> &#8212; which later resulted in DOJ charges, giving the group immense credibility.<\/p>\n<p>At the time, Recorded Future&#8217;s report described the MSS internal structure, and how the Chinese government was using a network of local MSS branches in major provinces to hire independent contractors to conduct hacking against foreign companies and government networks.<\/p>\n<p><span class=\"img aspect-set\"><img decoding=\"async\" src=\"https:\/\/www.zdnet.com\/article\/apt-doxing-group-expose-apt17-as-jinan-bureau-of-chinas-security-ministry\/\" class=\"lazy\" alt=\"Chinese Ministry of State Security hierarchy\" height=\"auto\" width=\"370\" data-original=\" https:\/\/zdnet4.cbsistatic.com\/hub\/i\/r\/2019\/07\/24\/4527d1fc-c2a2-4e70-9894-374c3ce77832\/resize\/370xauto\/b11f60940ce10de6508b0b9082b8e5b1\/chinese-mss.png\"><\/span><noscript><\/p>\n<p><span class=\"img aspect-set\"><img decoding=\"async\" src=\"https:\/\/zdnet4.cbsistatic.com\/hub\/i\/r\/2019\/07\/24\/4527d1fc-c2a2-4e70-9894-374c3ce77832\/resize\/370xauto\/b11f60940ce10de6508b0b9082b8e5b1\/chinese-mss.png\" class alt=\"Chinese Ministry of State Security hierarchy\" height=\"auto\" width=\"370\"><\/span><\/p>\n<p><\/noscript><\/p>\n<p><span class=\"caption\">This hierarchical structure was well known and has been exposed before, <a href=\"https:\/\/books.google.ro\/books?id=SbDlBgAAQBAJ&amp;dq=china+and+cybersecurity:+espionage&amp;redir_esc=y#link=%7B%22role%22:%22standard%22,%22href%22:%22https:\/\/books.google.ro\/books?id=SbDlBgAAQBAJ&amp;dq=china+and+cybersecurity:+espionage&amp;redir_esc=y%22,%22target%22:%22_blank%22,%22absolute%22:%22%22,%22linkText%22:%22by%20scholars%22%7D\">by scholars<\/a>, years before the cyber-security community even caught on.<\/span><\/p>\n<p><span class=\"credit\">Image: Recorded Future<\/span><\/p>\n<p>Taking into account these details, Intrusion Truth&#8217;s latest expos\u00e9 that APT17 is run by a local MSS bureau isn&#8217;t such a shocker as it was back in 2017.<\/p>\n<p>After the APT3 and APT10 expos\u00e9s, people aren&#8217;t wondering if Intrusion Truth is right anymore. The question on everyone&#8217;s lips is if the DOJ will follow through with new indictments, as it did in previous years.<\/p>\n<h3>A constant hum from Chinese hackers<\/h3>\n<p>But while the cyber-security world waits for new charges, Chinese hackers are continuing their hacking sprees, unabatted by both past DOJ charges or name-and-shame strategies.<\/p>\n<p>Today, newspapers in France and Germany revealed two massive Chinese hacking operations, which, even if not connected to APT17, show China&#8217;s incredibly vast cyber-espioange aparatus.<\/p>\n<p>In France, <a href=\"https:\/\/www.lopinion.fr\/edition\/international\/alimentation-comment-chine-a-rafle-pouvoir-mondial-193390\" target=\"_blank\" rel=\"noopener noreferrer\">L&#8217;Opinion revealed how Chinese hackers broke into the email accounts of a French candidate<\/a> for the leadership of the UN Organization for Agriculture and Food (FAO) days before the official election, which was eventually won by the Chinese diplomat.<\/p>\n<p>In Germany, journalists revealed <a href=\"https:\/\/web.br.de\/interaktiv\/winnti\/english\/\" target=\"_blank\" rel=\"noopener noreferrer\">a barrage of cyber-attacks aimed at Germany&#8217;s biggest companies<\/a>, such as Siemens, Bayer, Rouche, Thyssenkrupp, Teamviewer, Valve, Gameforge, and more.<\/p>\n<h3>Related cybersecurity coverage:<\/h3>\n<p>READ MORE <a href=\"https:\/\/www.zdnet.com\/article\/apt-doxing-group-expose-apt17-as-jinan-bureau-of-chinas-security-ministry\/#ftag=RSSbaffb68\">HERE<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Intrusion Truth&#8217;s previous two exposes &#8212; for APT3 and APT10 &#8212; resulted in DOJ charges.
