{"id":25395,"date":"2019-02-19T01:15:09","date_gmt":"2019-02-19T01:15:09","guid":{"rendered":"http:\/\/909f6a34-07e8-486b-9a6c-2832a0c0e62e"},"modified":"2019-02-19T01:15:09","modified_gmt":"2019-02-19T01:15:09","slug":"huawei-could-still-be-in-play-for-5g-in-new-zealand-and-united-kingdom","status":"publish","type":"post","link":"https:\/\/www.threatshub.org\/blog\/huawei-could-still-be-in-play-for-5g-in-new-zealand-and-united-kingdom\/","title":{"rendered":"Huawei could still be in play for 5G in New Zealand and United Kingdom"},"content":{"rendered":"<p><span class=\"img aspect-set\"><img decoding=\"async\" src=\"https:\/\/zdnet3.cbsistatic.com\/hub\/i\/2019\/01\/29\/4c65067c-6dd9-48ca-9eed-682bce8ba56c\/511bb2e7335da5045ebf6b32380f9b36\/huawei-matebook-13-7.jpg\" class=\"\" alt=\"huawei-matebook-13-7.jpg\"\/><\/span><\/p>\n<p>New Zealand still hasn&#8217;t ruled out Huawei playing a role in its major internet network upgrade if unnamed risks raised by security agencies can be mitigated, with the prime minister saying the country won&#8217;t be swayed by Britain&#8217;s decision in the matter.<\/p>\n<p>New Zealand&#8217;s Government Communications Security Bureau (GSCB) last year had told telco Spark that gear from China&#8217;s Huawei, which was proposed for the rollout of its 5G network, posed an unspecified but &#8220;significant network security risk&#8221;.<\/p>\n<p>Wellington said at the time that the ban was <a href=\"https:\/\/www.zdnet.com\/article\/huawei-looking-into-new-zealand-5g-ban-to-find-way-forward\/%22\">related to technology concerns<\/a> rather than fears about Chinese government control, and Spark would have the opportunity to make changes to mitigate security risks.<\/p>\n<p>Spark called the decision disappointing, but said it would not affect its plans to <a href=\"https:\/\/www.zdnet.com\/article\/spark-nz-announces-5g-rollout\/\">launch 5G by July 1, 2020<\/a>.<\/p>\n<p>On Tuesday, Prime Minister Jacinda Ardern reiterated her government&#8217;s position that a process to see if the risks could be mitigated was still ongoing and that no final decision had yet been made.<\/p>\n<p>&#8220;That&#8217;s exactly the situation we&#8217;re in right now,&#8221; she told TVNZ.<\/p>\n<p>&#8220;The GCSB&#8217;s gone back and sought that mitigation. That is independent of us. And I do hold confidence in the process.&#8221;<\/p>\n<section class=\"sharethrough-top\" data-component=\"medusaContentRecommendation\" data-medusa-content-recommendation-options=\"{&quot;promo&quot;:&quot;promo_ZD_recommendation_sharethrough_top_in_article_desktop&quot;,&quot;spot&quot;:&quot;dfp-in-article&quot;}\">\n<\/section>\n<p><strong>Must read:<\/strong> <a href=\"https:\/\/www.zdnet.com\/article\/united-states-unseals-charges-against-huawei-and-its-cfo\/\" target=\"_blank\"><strong>United States unseals charges against Huawei and its CFO<\/strong><\/a><\/p>\n<p>New Zealand politicians and the GCSB have declined to publicly state what the suspected threat may be or how it may be mitigated.<\/p>\n<p>This week, the <a href=\"https:\/\/www.ft.com\/content\/619f9df4-32c2-11e9-bd3a-8b2a211d90d5\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Financial Times<\/em><\/a> reported Britain&#8217;s National Cyber Security Centre had decided the security risks surrounding Hauwei&#8217;s technology were manageable and that the decision could carry signficant sway for other nations.<\/p>\n<p>Ardern said New Zealand would be making its own decision.<\/p>\n<p>&#8220;It is fair to say Five Eyes [intelligence network], of course, share information but we make our own independent decisions,&#8221; she told reporters.<\/p>\n<p>Last week, United States Secretary of State Mike Pompeo <a href=\"https:\/\/www.zdnet.com\/article\/us-government-warns-allies-about-huawei-again\/\">warned central European nations<\/a> that deploying equipment from Huawei &#8220;makes it more difficult for America to be present&#8221; in those countries.<\/p>\n<p>&#8220;We have seen this all around the world; it also makes it more difficult for America to be present,&#8221; Pompeo said, after announcing plans for a defence cooperation agreement with Hungary including the purchase of mid-range air defence capabilities.<\/p>\n<p>&#8220;If that equipment is collocated where we have important American systems, it makes it more difficult for us to partner alongside them.&#8221;<\/p>\n<p>New Zealand policymakers have denied being pressured by Washington.<\/p>\n<p>At the same time last week, <em>CNN<\/em> had <a href=\"https:\/\/edition.cnn.com\/2019\/02\/08\/tech\/huawei-bt\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a> BT consumer CEO Marc Allera saying it had seen no evidence of Huawei posing a threat to security.<\/p>\n<p>&#8220;Over the years that we&#8217;ve worked with Huawei, we&#8217;ve not yet seen anything that gives us cause for concern,&#8221; Allera reportedly told <em>CNN<\/em>.<\/p>\n<p>&#8220;We work closely with a large number of bodies, government, and security. We continue to work with all of those relevant bodies to answer all the questions that are being asked right now.&#8221;<\/p>\n<p><strong>Also:\u00a0<\/strong><a href=\"https:\/\/www.zdnet.com\/article\/huawei-denies-allegations-contained-in-us-department-of-justice-indictments\/\"><strong>Huawei denies allegations contained in US Department of Justice indictments<\/strong><\/a><\/p>\n<p>This came despite BT in December saying it would <a href=\"https:\/\/www.zdnet.com\/article\/bt-avoids-huawei-for-5g-after-stripping-tech-from-ee-mobile-network\/\">strip Huawei equipment<\/a> from mobile carrier EE&#8217;s 3G and 4G core networks and not use the Chinese technology giant for its 5G networks.<\/p>\n<p>The telco at the time said it made the decision in order to bring EE in line with its legacy fixed network, which does not use Huawei technology.<\/p>\n<p>&#8220;In 2016, following the acquisition of EE, we began a process to remove Huawei equipment from the core of our 3G and 4G networks, as part of network architecture principles in place since 2006,&#8221; a BT spokesperson said.<\/p>\n<p>&#8220;As a result, Huawei have not been included in vendor selection for our 5G core.&#8221;<\/p>\n<p>Huawei agreed that the decision was &#8220;a normal and expected activity, which we understand and fully support&#8221;, despite EE extending its <a href=\"https:\/\/www.zdnet.com\/article\/mwc-2018-huawei-and-bt-to-trial-5g\/\">5G partnership with Huawei<\/a> back in February 2018.<\/p>\n<p>Earlier this month, <a href=\"https:\/\/www.reuters.com\/article\/us-huawei-europe-britain-exclusive\/exclusive-huawei-needs-3-5-years-to-resolve-british-security-fears-letter-idUSKCN1PV1CG\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Reuters<\/em> reported<\/a> Huawei saying it would take three to five years and a $2 billion investment to <a href=\"https:\/\/www.zdnet.com\/article\/uk-cybersecurity-agency-finds-new-low-risk-concerns-with-huaweis-security-centre\/\">resolve the security issues<\/a> found in a British report last year.<\/p>\n<p>Australian <a href=\"https:\/\/www.zdnet.com\/article\/australian-government-bans-chinese-vendors-for-5g\/\">banned Huawei from 5G deployments<\/a> in August last year, citing national security issues stemming from concerns of foreign government interference in critical communications infrastructure.<\/p>\n<p><strong>Read: <a href=\"https:\/\/www.zdnet.com\/article\/huawei-sacks-employee-arrested-in-poland-as-warsaw-mulls-eu-ban\/\">Huawei sacks employee arrested in Poland as Warsaw mulls EU ban<\/a><\/strong><\/p>\n<p>Huawei has repeatedly denied posing a risk, with its founder Ren Zhengfei saying in January his company would rather shut down than damage the interests of customers for its own gain.<\/p>\n<p>&#8220;We will never do anything to harm the interests of our customers,&#8221; Ren said at the time.<\/p>\n<p>The Huawei founder also reiterated the company&#8217;s line, from as far back as 2013, that it has <a href=\"https:\/\/www.zdnet.com\/article\/huawei-no-government-is-forcing-us-to-spy\/\">never received a request from government<\/a> to spy, and added that should a request be denied, it will be up to Beijing to litigate against the company.<\/p>\n<p>&#8220;We will certainly say no to any such request,&#8221; Ren said.<\/p>\n<p>&#8220;After writing this quote in your story, maybe 20 or 30 years down the road, if I am still alive, people will consider this quote and check my behaviour against it, as well as the behaviour of our company.&#8221;<\/p>\n<p><em>With AAP<\/em><\/p>\n<h3>Related Coverage<\/h3>\n<p><strong><a href=\"https:\/\/www.zdnet.com\/article\/us-government-warns-allies-about-huawei-again\/\">US government warns allies about Huawei again<\/a><\/strong><\/p>\n<p>The US has told Hungary that America finds it &#8216;more difficult&#8217; to partner with nations that have Huawei equipment deployed.<\/p>\n<p><strong><a href=\"https:\/\/www.zdnet.com\/article\/huawei-ban-sees-tpg-end-rollout-of-australian-mobile-network\/\">Huawei ban sees TPG end rollout of Australian mobile network<\/a><\/strong><\/p>\n<p>Australian telco says the lack of a clear upgrade path to 5G will see it end its network rollout.<\/p>\n<p><strong><a href=\"https:\/\/www.zdnet.com\/article\/huawei-warns-bans-will-increase-prices-and-put-us-behind-in-5g-race\/\">Huawei warns bans will increase prices and put US behind in 5G race<\/a><\/strong><\/p>\n<p>Huawei&#8217;s Eric Xu told CNBC that blocking the company&#8217;s 5G networking products will increase prices and make it harder for the US to become No. 1 in 5G.
