{"id":19561,"date":"2018-11-20T17:00:04","date_gmt":"2018-11-20T17:00:04","guid":{"rendered":"https:\/\/www.threatshub.org\/blog\/germany-pushes-router-security-rules-openwrt-and-ccc-push-back\/"},"modified":"2018-11-20T17:00:04","modified_gmt":"2018-11-20T17:00:04","slug":"germany-pushes-router-security-rules-openwrt-and-ccc-push-back","status":"publish","type":"post","link":"https:\/\/www.threatshub.org\/blog\/germany-pushes-router-security-rules-openwrt-and-ccc-push-back\/","title":{"rendered":"Germany pushes router security rules, OpenWRT and CCC push back"},"content":{"rendered":"<p>Last week, in a attempt to address broadband router security, the German government published its suggestions for minimum standards \u2013 and came under immediate criticism that its proposals didn&#8217;t go far enough.<\/p>\n<p>Germany&#8217;s federal office for Information Security, the BSI, made its <a target=\"_blank\" href=\"https:\/\/www.bsi.bund.de\/DE\/Publikationen\/TechnischeRichtlinien\/tr03148\/tr03148_node.html\">recommendations<\/a> in this <a target=\"_blank\" href=\"https:\/\/www.bsi.bund.de\/SharedDocs\/Downloads\/DE\/BSI\/Publikationen\/TechnischeRichtlinien\/TR03148\/TR03148.pdf;jsessionid=193A6024BE63079531D4D91909C744F1.2_cid351?__blob=publicationFile&amp;v=2\">document<\/a> (PDF), saying it wanted a &#8220;manageable level of security&#8221; and defining security features it believed should be &#8220;available by design and by default&#8221;.<\/p>\n<p>The document seeks to protect home and SOHO routers from internet-facing attacks, by way of:<\/p>\n<ul>\n<li>Restricting LAN\/Wi-Fi default services to DNS, HTTP\/HTTPS, DHCP\/DHCPv6, and ICMPv6, and a minimum set of services available on the public interface (CWMP for configuration, SIP if VoIP is supported, and ICMPv6);<\/li>\n<li>Ensuring guest Wi-Fi services should not have access to device configuration;<\/li>\n<li>Setting WPA2 encryption as a minimum default, with a strong password that excludes identifiers like manufacturer, model, or MAC address;<\/li>\n<li>Strong password protection on the configuration interface, secured by HTTPS if it&#8217;s available on the WAN interface;<\/li>\n<li>Firewall features are mandatory;<\/li>\n<li>Remote configuration must be off by default, and only accessible via an encrypted, server-authenticated connection; and<\/li>\n<li>User-controlled firmware updates, with an option for push-updates.<\/li>\n<\/ul>\n<p>The guidelines also note factory resets should put the router back into a secure default state, and all personal data should be deleted from the unit during a factory reset.<\/p>\n<p>At the weekend, the OpenWRT team and the Chaos Computer Club teamed up to criticise the recommendations as inadequate.<\/p>\n<div class=\"promo_article\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/regmedia.co.uk\/2016\/10\/28\/spam.jpg?x=174&amp;y=115&amp;crop=1\" width=\"174\" height=\"115\" alt=\"Spam\"\/><\/p>\n<h2 title=\"Look out for traffic to and from these IP addresses and ports\">Spammer scum hack 100,000 home routers via UPnP vulns to craft email-flinging botnet<\/h2>\n<p><a href=\"https:\/\/www.theregister.co.uk\/2018\/11\/08\/upnp_spam_botnet_broadcom\/\"><span>READ MORE<\/span><\/a><\/div>\n<p>The BSI said the technical guideline was the result of &#8220;two years&#8221; of consultation with vendors, network operators, and consumer advocates. OpenWRT and CCC reckon there was way too much vendor input, and too little attention paid to their concerns.<\/p>\n<p>OpenWRT <a target=\"_blank\" href=\"https:\/\/openwrt.org\/\">identified<\/a> two important user protections it said were missing from the BIS&#8217;s document. Vendors should have to tell users how long they intended to support products with security updates; and customers should have the right to install custom software (like OpenWRT), &#8220;even after the official vendor support ended&#8221;.<\/p>\n<p>The CCC <a target=\"_blank\" href=\"https:\/\/www.ccc.de\/en\/updates\/2018\/risikorouter\">said<\/a> it believes a scheme designed to give users &#8220;a minimum level&#8221; of security has failed: &#8220;the actual scheme provides only as much security as the manufacturers like &#8211; provided that they decide to comply with the directive&#8221;.<\/p>\n<p>Chaos noted that &#8220;it is not clear&#8221; how the policy would counteract threats like <a target=\"_blank\" href=\"https:\/\/www.theregister.co.uk\/2014\/04\/08\/running_openssl_patch_now_to_fix_critical_bug\/\">Heartbleed<\/a>, <a target=\"_blank\" href=\"https:\/\/www.theregister.co.uk\/2017\/07\/27\/sambacry_malware_scum_return_with_a_windows_encore\/\">Sambacry<\/a>, or the BCMUPnP botnet unmasked <a target=\"_blank\" href=\"https:\/\/www.theregister.co.uk\/2018\/11\/08\/upnp_spam_botnet_broadcom\/\">earlier<\/a> this month.<\/p>\n<p>OpenWRT&#8217;s Hauke Mehrtens was quoted as saying the failure to mandate users&#8217; freedom to install firmware like OpenWRT &#8220;raises clear doubts about the seriousness of the federal government&#8217;s will to IT security&#8221;.<\/p>\n<p>CCC&#8217;s Mirko Vogt added he believed cheap and insecure devices could ship with a BSI seal. \u00ae<\/p>\n<h3 class=\"crosshead\"><span>+Comment<\/span><\/h3>\n<p><em>The Register<\/em> has spent weary years documenting the woeful state of security in the SOHO and home gateway router market. From that point of view, initiatives like that from BSI are welcome.<\/p>\n<p>However, CCC is right that users deserve to know, at purchase, the likely supported lifetime of a device \u2013 since that&#8217;s almost certainly considered by vendors when they begin device development.<\/p>\n<p>Support for open firmware is, arguably, a niche consideration at the moment, but you could argue that one of the reasons to block it on end-of-life devices would be to protect the vendor&#8217;s chance to sell an upgrade.<\/p>\n<p>We&#8217;d argue that it&#8217;s past time for standards bodies to get
