After all, the whole reason Telegram is blocked in Russia is its refusal to hand over those encryption keys.<\/p>\n<p><strong>SEE:<\/strong> <a href=\"https:\/\/www.techrepublic.com\/resource-library\/whitepapers\/10-ways-to-raise-your-users-cybersecurity-iq-free-pdf\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>10 ways to raise your users&#8217; cybersecurity IQ<\/strong><\/a> <strong>(free PDF)<\/strong><\/p>\n<p>The ban has <a href=\"https:\/\/www.zdnet.com\/article\/russia-starts-blocking-telegram-encrypted-chat-app\/\">been in place since April<\/a>, and Roskomnadzor&#8217;s attempts to enforce it have led to <a href=\"https:\/\/www.zdnet.com\/article\/google-amazon-drawn-into-telegram-ban-as-russia-blocks-1-8-million-ip-addresses\/\">the blockage of many IP addresses<\/a>, affecting other online concerns in the process.<\/p>\n<section class=\"sharethrough-top\" data-component=\"medusaContentRecommendation\" data-medusa-content-recommendation-options=\"{&quot;promo&quot;:&quot;promo_ZD_recommendation_sharethrough_top_in_article_desktop&quot;,&quot;spot&quot;:&quot;dfp-in-article&quot;}\">\n<\/section>\n<p>However, Telegram isn&#8217;t entirely averse to handing over data to authorities. Also on Tuesday, the company published a <a href=\"https:\/\/telegram.org\/privacy\" target=\"_blank\" rel=\"noopener noreferrer\">new privacy policy<\/a> in which it stated: &#8220;If Telegram receives a court order that confirms you&#8217;re a terror suspect, we may disclose your IP address and phone number to the relevant authorities.&#8221;<\/p>\n<p>&#8220;So far, this has never happened,&#8221; the policy noted. &#8220;When it does, we will include it in a semiannual <a href=\"https:\/\/t.me\/transparency\" target=\"_blank\" rel=\"noopener noreferrer\">transparency report<\/a>.&#8221;<\/p>\n<p>In a Telegram post on Tuesday &#8212; the service provides public-facing channels as well as private messaging features &#8212; founder Pavel Durov <a href=\"https:\/\/t.me\/durov_russia\/10\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> the policy has been revised to belatedly comply with Europe&#8217;s new General Data Protection Regulation (GDPR), and Telegram was &#8220;reserving the right&#8221; to comply with court orders.<\/p>\n<p>&#8220;Regardless of whether we ever use this right, the measure should make Telegram less attractive for those who are engaged in sending out terrorist propaganda here,&#8221; he noted.<\/p>\n<p><strong>SEE:<\/strong> <a href=\"https:\/\/www.techrepublic.com\/resource-library\/whitepapers\/it-pro-s-guide-to-gdpr-readiness\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>IT pro&#8217;s guide to GDPR compliance<\/strong><\/a> <strong>(free PDF)<\/strong><\/p>\n<p>Telegram has indeed been used as a messaging and propaganda medium by terrorists, <a href=\"https:\/\/www.vox.com\/world\/2017\/6\/30\/15886506\/terrorism-isis-telegram-social-media-russia-pavel-durov-twitter\" target=\"_blank\" rel=\"noopener noreferrer\">notably those involved in ISIS<\/a>.<\/p>\n<p>So does Telegram&#8217;s new policy indicate a thaw in its relations with the Russian authorities?
